"DELAND, Fla., Nov. 11 - Something very strange happened on election night to Deborah Tannenbaum, a Democratic Party official in Volusia County. At 10 p.m., she called the county elections department and learned that Al Gore was leading George W. Bush 83,000 votes to 62,000. But when she checked the county's Web site for an update half an hour later, she found a startling development: Gore's count had dropped by 16,000 votes, while an obscure Socialist candidate had picked up 10,000--all because of a single precinct with only 600 voters."

Yes. Something very strange happened in Volusia County on election night November 2000, the night that first Gore won Florida, then Bush, and then as everybody can so well remember there was a tie.

Something strange indeed. But what exactly? In the above report, written days after the election, hotshot Washington Post reporter Dana Milbank goes on to attribute the strange 16,022 negative vote tally from Volusia's precinct 216 to an apparently innocent cause.

".... faulty 'memory cards' in the machines caused the 16,000-vote disappearance on election night. The glitch was soon fixed," he wrote.

But thanks to recent investigations into Black Box Voting by Washington State writer Bev Harris we now know this explanation is not correct. In fact it is not even in the ballpark.

According to recently discovered internal Diebold Election Systems memos, Global Election Systems' (which was later purchased by Diebold) own technical staff were also stumped by the events in Volusia County/

In Chapter 11 of her new book "Black Box Voting In the 21st Century" released early today in .PDF format at Blackboxvoting.com and here at Scoop Ms Harris observes.

"If you strip away the partisan rancor over the 2000 election, you are left with the undeniable fact that a presidential candidate conceded the election to his opponent based on a second card that mysteriously appears, subtracts 16,022 votes, then just as mysteriously disappears."


Working in parallel with Ms Harris Scoop has also been inquiring into the events on election night in Volusia county. Much of the material that follows is similar to that which appears in Chapter 11 of her book.

7. I found this the day after the election - and had an attorney call the W.P
I have waited 3 years for this to be confirmed in the mainstream. I sent attorneys to Gore's Headquarters in Nashville - and they were told about it the DAY after the election - this is why Gore asked for a recount in Volusia County - and the lawsuit that Volusia subsequently filed I believe turned into the Bush vs. Gore suit that the Supreme Court ruled on.

Gore's Financial advisor - Jason Furman called and thanked me!!! Thank God Bev Harris has gotten a hold of it! The day after the election, I went through the counties in Florida - and first saw Harris' bizzare total in Volusia - and 3 other obscure candidates! Gore himself was called and informed by a secret service agent! Another attorney I knew went over the entire story with the Washington Post the day after the election. This reporter saw how the totals suddenly changed (were shifted) (Gore's total went down) The reporter's reaction was HOLY SHIT!! We did not even think he would cover the story - and never knew until now that he did!!

And DU has a bit of a tradition of leading the way in this revolution. Why let the newspapers get a jump on us on any of this...

For starters there are lots of Memos referencing Brevard county in Bpilgrim's Memo database. These haven't been properly scrutinised yet.

Another thing worth doing would be tracking down an Evil DUer who seemed to be an expert in this area, they were from Florida and had a chinese sounding name beginning with A, and seemed to know lots about stats.

...was that the person who got the official, certified results from the Florida counties and compared them with what the state had on record for 2000? And it didnt' match very well?

I remeber that. Wonder if that thread is archived anywhere....or if a long time ago now, (it seems) I printed it. (Argh-don't want to wade through that stuff)

Is that the one you're thinking of?

I have been following all the threads about BBV.
The implications are quite disturbing.
I have also been studying the Diebold memos and can't help but think that if elections in this country are as "secure" as this company's FTP site, anybody with serious motivation to throw an election to one side or the other could do so quite easily.

If you need the numbers from 2000, let me know where to send them.
I sent the files to Bev some time ago and she should have them.

Did that actually add up at some point, exactly or close, to the votes for the minor candidates + Bush? Can someone document that?

An idea I've always embraced from having studied psychology is that the study of what happens when it all breaks down (e.g. schizophrenics, among others) shows you a glimmer of how the machine really works. That's where psychologists got their info about the black box of the brain, long before MRI's and what not.

I'd like to see the math--those actual totals. Shuffling the votes like this makes sense--might be the only way--if you are trying to still maintain number of votes cast, and change the outcome. Maybe something went wrong with the evil algorithm to do just that.

Or, instead of an embedded-in-the-code cheat, and as the memos seem to suggest, somebody had this mystery fix-the-vote card, and thought nobody would catch it from this tiny precinct.

Last, but not necessarily on the conspiracy point, doing a google on "-16022," I found that number is a common error message with a Newton (Apple handheld) pcmcia card's communications settings. I'm fairly certain that the optical scan machines are Windoze CE based, but I wonder if maybe they were using this same modem card somehow? They were using a pcmcia modem card, from what I've read. As I think Bev pointed out, the GEMS system is sitting there waiting for ASCII, and it then, maybe, accepts an error code for the first candidate as votes--Gore. Was he first? (By name or party?) Maybe it sends a bunch of garbage, but the first number happened to be -16022. Dunno, over my head here without more facts. Who makes the modem they were using? I could hopefully eliminate this possibility if I knew.

Anyway, the actual numbers from 2000 would help.

I understand, sorta, how the counting works via the "memory cards." But at some point the whole thing gets plugged in to the phone. What's that on an Accuscan or whatever they call the Volusia optical machines? What is the machine, or more specifically, where's the modem? Is it in a PCI type slot, a pcmcia slot, or hardwired to the mother board?

even if the modem doesn't look like "a card," meaning like a business card size thing, tech folks seem to call just about anything that plugs into the computer motherboard a card--i.e. an expansion card.

Didn't mean to confuse an already confusing issue.

Also, left out an external modem in my possibilities. But that's about it: external via a port, pcmcia, slot based. We can be more comfortable in eliminating -16022 being an error code if the machine does not use a pcmcia modem.

Volusia County the focus of nation's questions

DELAND - A nation anxious to learn the identity of its next president focused Wednesday on Volusia County as elections officials grappled with an embarrassing computer glitch and a partisan battle over a state-ordered recount.

The outcome could not have been more critical.

"We were the last county in the state to report," Elections Supervisor Deanie Lowe said of Tuesday night's questionable vote tally. Voters "are hoping there's a change here. . . . All eyes are on us."

By the end of a tedious recount Wednesday, tallies that did not include 32 overseas absentee votes upheld Gore's apparent victory in Volusia County. The tally showed a total of 97,063 votes to Bush's 82,214 votes. Flagler County's recount of 10 out of 27 precincts was complete earlier in the day with Bush grabbing 12,613 votes and Gore earning 13,897. Bush picked up five votes in the recount and Gore six.

The glitch, which occurred when a faulty computer memory card reported votes that were tens of thousands off, touched off a wild day in the Elections Office as the three-member Volusia County Canvassing Board conducted a recount.

While Lowe had the problem solved by early Wednesday morning, television's "Big Three" commercial networks - NBC, ABC and CBS - were calling local officials and area media agencies asking the same question: What went wrong in Volusia?

But Lowe said only one thing went wrong: The memory disc failed. The malfunction threw returns into disarray around midnight Tuesday, most notably showing a negative tally of 16,022 (minus-16,022) for Gore in Precinct 216 and giving Bush hundreds more votes than the 22 he earned there. That precinct is located at Earl Brown Park in DeLand.

The same problem gave 9,888 votes to Socialist Workers Party presidential candidate James Harris when he actually had only eight. In addition, the glitch awarded Bush 8,642 votes that he had not earned and stole 2,415 votes from Green Party presidential candidate Ralph Nader.

A string of surreal events framed the glitch, with a high-ranking elections worker detained and searched by deputies early Wednesday morning after an erroneous tip reported that she left the Elections Office with two bags of ballots. Later, a precinct clerk also made a dramatic entrance Wednesday afternoon in the middle of the recount when he delivered a bag of ballots that was inadvertently left in his car.

Things had gone smoothly Tuesday until precinct 216's tally revealed some peculiar numbers.

First, the tally showed 2,813 voters cast ballots in the precinct where only 585 people are registered. Then it had Bush with more than 500 votes and a topsy-turvy result of minus 16,022 votes for Gore.

Those results tainted the county's running tallies, shaving Gore's comfortable lead.

Poll workers brought the ballots from Precinct 216 to the Elections Office and physically ran the ballots through another tallying computer to reveal the true numbers: 193 for Gore and 22 for Bush, with 219 ballots cast.

Lowe said the running tallies were subsequently adjusted.

Though I am no technical expert I think you have answered your own question here. The votes were moved.... that's what Talbot Iredale's memo shows too... total votes the same on the card.

And the idea that the error message number could somehow slip into the right space on the memory card by mistake while the exact same number of votes got added to other candidates - also by mistake - is really trying altogether too hard.

9888 for the socialist, he had 8 actual, swing of 9880.

Bush they mysteriously say got "more than" 500, so at least a swing of 478 from his 22.

Did the other minor candidates add up to at least 5654? That's what you need to balance, if that's how it works.

To be honest I am not altogether sure what this means.... if you can translate it into meaningful england that would sure be helpful :)

Plus....

According to the CBS report whatever happened benefitted bush by 20,000 votes overall... therefore he must have got 4000. Leastways thats what I think it means.

He's saying that only the presidental race was overtly messed up (they still may have thrown away/miscounted the so-called under-votes). Number of votes in each category equals number of voters who voted, that seems to be gist. Whether this is actual voters or imaginary voters remains to be seen, but the machine was apparently happy.

The 20,000 number is interesting like you say--take the Gore swing of 16,215 plus Bush swing of at least 478 is 16,693, then throw in Brevard county problem.

Anyway, don't mean to belabour all this. Just want to nail down the facts, I'll be telling a lot of people about this--won't we all.

Also, maybe a copy should be sent to Al Gore as it looks like that was one more way the election was stolen. Also, maybe we could interest him in speaking out on this huge problem. He is making speeches in November in Tennessee, for example.

We showed him these results the night after the election - and showed him when the votes were shifted!! It didn't sound as if the Washington Post was even going to touch the story!! We met with Gore's camp earlier that same day - and Gore himself was told! See my other post on this thread! The mainstream press has hid this story for 3 years! Incredibly - Bush's first cousin John Ellis, and FAUX News were allowed to call the election for Bush - and designate him the "president-elect!" - an advantage that Gore and the Democrats were never able to overcome in terms of public opinion! From then on it was that poor loser Gore trying to "steal" the election from the president-elect Bush!!

Can anybody report election fraud? If so, where do you report it?
Is there a window in which it needs to be done or is it whenever?
Does the Florida Court decission not leave room for appeal or re-opening of the case based on new evidence?

It would be kinda funny to reclaim the elections this late in the game. Not to mention what it would do to the reputation of those involved (and their offspring for many generations).

45. I wonder about this idea..... what I wonder is this...
The UN is highly unpopular in the US. While in theory a petition could be gotten up to seek UN involvement in inspecting US elections there is a danger such a move could severely backfire with the public. I am not an American myself so the idea certainly appeals to me, but I suspect this may not be the case closer to home.

Already smarting from a scathing report earlier this year from Johns Hopkins University researchers that faulted the security of its e-voting machines, Diebold Election Systems is in the hot seat again. Wired reported earlier this month that a "former worker in Diebold's Georgia warehouse says the company installed patches on its machines before the state's 2002 gubernatorial election that were never certified by independent testing authorities or cleared with Georgia election officials. If the charges are true, Diebold could be in violation of federal and state election-certification rules. The charges also raise questions about the integrity of the Georgia election results and any other election that uses patched Diebold systems that have not been re-certified. According to Rob Behler, an engineer hired as a contractor to work in Diebold's Georgia warehouse last year, the Diebold systems had major functioning problems."

Georgia's secretary of state office did not respond to Wired's request for comment. Nor did Diebold. But the article said Diebold spokesman Joseph Richardson told Salon that the company did not apply patches to the Georgia machines. "We have analyzed that situation and have no indication of that happening at all," he said.

I am with you - I have already done mine and got a few to do theirs - happily Bernie Sanders in Vermont is one of the co-sponsers. But we really do need everyone to act if there is to be any chance of this happening. I have to say I am puzzled why Dean has not come out with anything on this.
The argument people use against it is "higher cost" Though having read most of the literature I am not even sure that is true.

Somebody posts the WP story. A bush operative on the ground in FL immediately posts some shit about recounts being tallied in pencil--wants to get it to FAUX. He spells like a fourth grader, but he knows a damaging story when he finger-reads one.

More "operatives" on the ground, including one who appears to be from the campaign, try to crank up the pencil shit, "brain"storming ways to get it out brfore the WP story gets legs.

Normally FR threads aren't worth linking, but everyone knows the Chimp campaign used FR to mobilize during the recount. Here's an interesting bit of archeology that shows them in full panic mode.

52. I think this is one issue
that Freepers and us have in common. As right wing and crazy as they can be, I visit there frequently and have found they are as concerned about voter fraud as we are. Faux News has been reporting on BBV recently more then any other network. In fact, they are airing a segmant on this as I type.

We may disagree with them on issues, but Repugs are also concerned about fair elections. They are as convinced that we are the recipient of voter fraud as we are that they get the benefits.

One thing I am sure of is that all sides can agree on the need for fair elections. We all need to have faith in the results and I don't believe this is a partisian issue. We must have a paper trail. I think if we unite with the right on this we have a better chance of success.

Just my humble opinion.

ps...do you think it would be easy to view tapes of Bill Bennett stepping out to the cameras to tell us that we shouldn't jump to any conclusions about Gore winning and all of a sudden, Fox is announcing, i.e., make that Bush's cousin was announcing. Something about that evening won't fade from memory and it revolves areound Bennett. I want to see it again.

Does Florida have anything like an State Executive Ethics Board?

I just found out recently that even if the official is out of office, in Washington State you still have five years to file a complaint.

If you can't get'em one way, how about another?

With all the stuff coming to light about Florida.....
