Please bear with me. Terrorism has always existed and it will always be with us - Fact.of.Life.
Pick any era of history you like and you will find a small group of radicals who are willing to kill and die to forward their agenda, religion, goals, etc. For the most part, they usually die a natural death as their agenda, goals, etc. get superseded by more legitimate agendas and goals that are cared about by a larger portion of the population. Terrorism should inherently be small and marginalized (and stomped out).
But if some OTHER group feels that promoting fear about a certain group of terrorists promotes their OWN agenda, goals, religion, etc. then you get a situation like we have today.
Al-Quaida should be a small marginalized group of radicals Islamists who run from cave to cave and achieve small successes that go nowhere. A ship here , a building there. We should know about them, hunt them out and dispose of them legally. But now we have our big bad BushCo who has declared that Al-Quiada is the largest threat the world has ever known, that their actions on 9/11 changed the world and have altered our own country and traditions forever. We go to war to fight this phantom that does not exists in the country we go to war with. We alter our Constitution and core beliefs about our own nature and history (torture good! terrorists bad!)We screw up the other country, we screw up ourselves and the terrorists have the greatest promotional, training and marketing venue for themselves then they could have possibly dreamed of in their wildest fantasies.
Yeah! Great job promoting terrorism George W. Bush.
