The very affluent 'survivors' from those areas are most likely to be comfortably housed in other areas, assured that their losses will be covered quite generously. The various recipients of windfalls in privatized spending are another constituency likely to inflate Junior's numbers. It'd be the other 95% who're cut off from polling.
