Statement by Senator Reid
Troops and Security First

This past weekend, we witnessed the indictment of the I. Lewis Libby, the Vice Presidents Chief of Staff and a senior Advisor to President Bush. Libby is the first sitting White House staffer to be indicted in 135 years. This indictment raises very serious charges. It asserts this Administration engaged in actions that both harmed our national security and are morally repugnant.

The decision to place U.S. soldiers in harms way is the most significant responsibility the Constitution invests in the Congress. The Libby indictment provides a window into what this is really about: how the Administration manufactured and manipulated intelligence in order to sell the war in Iraq and attempted to destroy those who dared to challenge its actions.

As a result of its improper conduct, a cloud now hangs over this Administration. This cloud is further darkened by the Administrations mistakes in prisoner abuse scandal, Hurricane Katrina, and the cronyism and corruption in numerous agencies.

And, unfortunately, it must be said that a cloud also hangs over this Republican-controlled Congress for its unwillingness to hold this Republican Administration accountable for its misdeeds on all of these issues.

Lets take a look back at how we got here with respect to Iraq Mr. President. The record will show that within hours of the terrorist attacks on 9/11, senior officials in this Administration recognized these attacks could be used as a pretext to invade Iraq.

The record will also show that in the months and years after 9/11, the Administration engaged in a pattern of manipulation of the facts and retribution against anyone who got in its way as it made the case for attacking Iraq.

There are numerous examples of how the Administration misstated and manipulated the facts as it made the case for war. Administration statements on Saddams alleged nuclear weapons capabilities and ties with Al Qaeda represent the best examples of how it consistently and repeatedly manipulated the facts.

The American people were warned time and again by the President, the Vice President, and the current Secretary of State about Saddams nuclear weapons capabilities. The Vice President said Iraq has reconstituted its nuclear weapons. Playing upon the fears of Americans after September 11, these officials and others raised the specter that, left unchecked, Saddam could soon attack America with nuclear weapons.

Obviously we know now their nuclear claims were wholly inaccurate. But more troubling is the fact that a lot of intelligence experts were telling the Administration then that its claims about Saddams nuclear capabilities were false.
The situation was very similar with respect to Saddams links to Al Qaeda. The Vice President told the American people, We know hes out trying once again to produce nuclear weapons and we know he has a longstanding relationship with various terrorist groups including the Al Qaeda organization.

The Administrations assertions on this score have been totally discredited. But again, the Administration went ahead with these assertions in spite of the fact that the governments top experts did not agree with these claims.

What has been the response of this Republican-controlled Congress to the Administrations manipulation of intelligence that led to this protracted war in Iraq? Basically nothing. Did the Republican-controlled Congress carry out its constitutional obligations to conduct oversight? No. Did it support our troops and their families by providing them the answers to many important questions? No. Did it even attempt to force this Administration to answer the most basic questions about its behavior? No.

Unfortunately the unwillingness of the Republican-controlled Congress to exercise its oversight responsibilities is not limited to just Iraq. We see it with respect to the prisoner abuse scandal. We see it with respect to Katrina. And we see it with respect to the cronyism and corruption that permeates this Administration.

Time and time again, this Republican-controlled Congress has consistently chosen to put its political interests ahead of our national security. They have repeatedly chosen to protect the Republican Administration rather than get to the bottom of what happened and why.

There is also another disturbing pattern here, namely about how the Administration responded to those who challenged its assertions. Time and again this Administration has actively sought to attack and undercut those who dared to raise questions about its preferred course.

For example, when General Shinseki indicated several hundred thousand troops would be needed in Iraq, his military career came to an end. When then OMB Director Larry Lindsay suggested the cost of this war would approach $200 billion, his career in the Administration came to an end. When U.N. Chief Weapons Inspector Hans Blix challenged conclusions about Saddams WMD capabilities, the Administration pulled out his inspectors. When Nobel Prize winner and IAEA head Mohammed el-Baridei raised questions about the Administrations claims of Saddams nuclear capabilities, the Administration attempted to remove him from his post. When Joe Wilson stated that there was no attempt by Saddam to acquire uranium from Niger, the Administration launched a vicious and coordinated campaign to demean and discredit him, going so far as to expose the fact that his wife worked as a CIA agent.

Given this Administrations pattern of squashing those who challenge its misstatements, what has been the response of this Republican-controlled Congress? Again, absolutely nothing. And with their inactions, they provide political cover for this Administration at the same time they keep the truth from our troops who continue to make large sacrifices in Iraq.

This behavior is unacceptable. The toll in Iraq is as staggering as it is solemn. More than 2,000 Americans have lost their lives. Over 90 Americans have paid the ultimate sacrifice this month alone the fourth deadliest month since the war began. More than 15,000 have been wounded. More than 150,000 remain in harms way. Enormous sacrifices have been and continue to be made.

The troops and the American people have a right to expect answers and accountability worthy of that sacrifice. For example, 40 Senate Democrats wrote a substantive and detailed letter to the President asking four basic questions about the Administrations Iraq policy and received a four sentence answer in response. These Senators and the American people deserve better.

They also deserve a searching and comprehensive investigation about how the Bush Administration brought this country to war. Key questions that need to be answered include:

o How did the Bush Administration assemble its case for war against Iraq?
o Who did Bush Administration officials listen to and who did they ignore?
o How did senior Administration officials manipulate or manufacture intelligence presented to the Congress and the American people?
o What was the role of the White House Iraq Group or WHIG, a group of senior White House officials tasked with marketing the war and taking down its critics?
o How did the Administration coordinate its efforts to attack individuals who dared to challenge the Administrations assertions?
o Why has the Administration failed to provide Congress with the documents that will shed light on their misconduct and misstatements?

Unfortunately the Senate committee that should be taking the lead in providing these answers is not. Despite the fact that the chairman of the Senate Intelligence Committee publicly committed to examine many of these questions more than 1 and years ago, he has chosen not to keep this commitment. Despite the fact that he restated that commitment earlier this year on national television, he has still done nothing.

At this point, we can only conclude he will continue to put politics ahead of our national security. If he does anything at this point, I suspect he will play political games by producing an analysis that fails to answer any of these important questions. Instead, if history is any guide, this analysis will attempt to disperse and deflect blame away from the Administration.

We demand that the Intelligence Committee and other committees in this body with jurisdiction over these matters carry out a full and complete investigation immediately as called for by Democrats in the committees annual intelligence authorization report. Our troops and the American people have sacrificed too much. It is time this Republican-controlled Congress put the interests of the American people ahead of their own political interests.

42. I just called both my R-Pug Senators and asked them why they
were waiting on the Dems to do something about this problem, I thought the R-Pugs were elected on National Security issues.

If I sounded like a pissed off, OxyRush listener that was mad that the Dems were stealing "our" thunder, well, let them worry about that. If they think they're losing the base again, then maybe some will jump up on the bandwagon. I never came out and actually said I'd voted for them...it's not my fault if they think that I did.

I know this is way off-topic, but I'm not sure where/how else to post this. Whatever happened to Cindy Sheehan? One of things that first attracted me to this site was the terrific coverage of this courageous, truth-speaking woman. I know there is a lot going on to be aware of, but a think we should not forget here as the repugs and the mainstream media would like us to.

The son, the idiot son, the son who failed at every business he came in contact with has now carried that knack for disaster into our country's government.

One of the things that got me interested in DU was the outstanding coverage of this courageous, truth-speaking woman. I know there is lot going on to be aware of, but we should not forget Cindy as the repugs and mainstream media would like us to.

I have said a lot of good things about Harry Reid on this site over the last year. Ever since he took over the Senate, things have been looking better. He speaks clearly, he doesn't take shit, he fights, and most importantly, he fights to win.

This took balls. Nobody expected it. It was a proactive move that left Frist looking like a blustered upset "why don't they respect me?" crybaby.

This marks one of the first times in five years I have seen Democrats go on the offensive and use the power they still have to do anything surprising and interesting.

Harry Reid rocks.

they only do well with highly scripted, push polled talking points memos. This has shocked the shit out of them, they're flat on their feet and can't figure out what to do. When I was a young prosecutor, I would see an endless parade of drug cases that all started with dubious automobile stops. State police pulling people over on minor and obscure violations that you never saw except in drug seizure cases; failure to keep right, improper lane change, failure to signal. It all seemed very fishy to me and I only saw a small fraction of the total cases. Eventually some genius woke up and figured out that there was racial profiling going on! (Shocked, shocked I tell you!) The police were operating by their own rules and nobody ever challenged it for fear of retribution. A few lone voices spoke but nothing changed. Eventually, though it was uncomfortable for those in power,the pattern spoke volumes and the problem had to be faced and eventually brought to light and changes were made.

I get a feeling of deja vu when I look at current events. Richard Clarke, Paul O'Neill, Joe Wilson, General Shinseki, Larry Lindsey, Hans Blix... Are they all partisan liars out to do nothing more than embarrass the administration? Just like the parade of bogus traffic stops eventually added up to a pattern sufficient to bring about change, the pattern of behavior of this administration has hopefully reached critical mass. The methodical and systematic destruction of anyone seeking the truth and the gall to stand up for what is right is a repeating pattern that has hopefully revealed itself to the point that this problem will be faced. This administration has operated by their own rules, unchallenged for fear of retribution. I think the time has arrived when the pattern speaks volumes, the problem faced and brought to light and changes are going to be made. We cannot afford as a nation to continue along without a change of administration.

than there is no reason to be there, to stay there in the face of these kinds of lies (and as most of us know that wasn't even a full list, i.e. OSP) is a slap in the face of humanity. To believe that we can somehow "fix" Iraq is the height of arrogance after consideration of the facts on the ground here and abroad.

The more we delay the action of withdrawing the more people will die not just in Iraq but in other countries due to the insanely large number of terrorists we are training (the most advanced army in the world provides excellent live fire exercises). The insurgents (not AQ in Iraq) are for the most part fighting so we'll leave. Suicide bombings take place because we are there. The entire country is swathed in depleted uranium... it goes on and on. We cannot fix Iraq, only Iraq can.

Im quite sure if we said that is it we are going to begin drawing down our forces and we need UN peacekeepers to take our place because we will have no doings with Iraq other than reparations... no oil, no bases, no politics, I am quite sure that new peace keepers whose nations are not covered in the blood of innocents will probably take over. Granted their govs might want some money as well, but that is the price we pay for letting the neocons have their war.

were the claims regarding Saddam's nuke capabilities. Central to these claims was the "intel" regarding Saddam's possible acquisition of both Niger yellowcake and aluminum tubes for use in production of nuclear weapons. This was while the IWR was pending in Congress.

In short, if Hersh's reporting was correct, Tenet and Powell presented the Niger yellowcake story and the aluminum tubes story as serious legit intel to the Committee in secret to scare them about Saddam's nuclear capability and justify passing the IWR. Yet at the same time Tenet was supposedly claiming that this important Niger info was too dubious to include in a public speech.

(And in Feb 2003, as they made sure we later would "know," Powell righteously refused to include the Niger yellowcake claim in his speech to the UN. Why? Because State's INR had been saying that the Niger claims were crap for over a year. But then, why did Powell present the Niger info as seriously legit intel to the Senate 5 months before while the IWR vote was pending?)

As we also "know," Tenet supposedly later didn't push hard enough or relented and allowed the Niger claim to be included in the State of the Union. Why? Was it because the Niger story had already served its real purpose?

By January 2003 the IWR had passed Congress and it didn't matter if it was exposed as bogus. Indeed within a month or so of the SOU speech, the IAEA weighed in and said it was crap. All a state dept rep would say, no doubt with a shrug of his shoulders was, "we were fooled." And that was a lie, as Joseph Wilson as much as asserted on CNN in March 2003.

When the Administration knowingly uses intel it knows is bogus to persuade the Congress to give the President the authority to go to war, that's grounds for impeachment.

Rep. Nadler (NY-8) has called for the expansion of Fitgerald's investigation.

This is an important part of the puzzle. Criminal investigation by the federal prosecuter will be VERY different from the committee meetings/hearings in the congress.

Nadler's press release about this is great, everyone should get their Reps to sign on!

112. I have tears in my eyes.
Today was a really bad "fuck this" day. All I could think about was what the world would be like for my son when he gets to be my age. Strip searching 10 y/o's, illegal abortions, who knows what role they have in mind for women, the deficit, the war... the fucking war, my son is 14. I was really really depressed and saw no end in sight. I have hope again -- thank god for this man speaking up.

few others who have been on top of this in the US House while our Senators with the exception of Byrd, Feingold and Kennedy who were vocal before the Invasion. I blame much on Daschle. Glad to see Reid is responding to the pressure from the Grassroots. Listening to those of us who supported Senators Byrd and Kennedy as they spent hours on the Senate Floor arguing AGAINST Iraq Invasion.

It's late for Reid...but I'll take it ...as long as it doesn't amount to "Grandstanding" just to get donations to the DNC up.

I also know he is a "Johnny Come Lately," and at some point needs to acknowledge those of us doing the ground work for him.

Knowing the way it works...the thanks will never come until Decades later when History Books or PDF Files or Released...but Harry Reid is only doing..what should have been done...way long ago.

He's late to the call to question Bush and and the Faulty Intelligence and Pat Roberts sham of an Investigation...but ...I'm glad he showed some SPINE...and so let's hope this is the "Tipping Point/Turning Point" for the Dem Party...that shows we have BALLS!

142. Maybe he FINALLY sees the scale of the catastrophe that will engulf
us all if he and the other DLC continue to play politics as usual. You can't negotiate in good faith with greedy, conscienceless criminals. They only understand power - so at long last he is showing some power. It's rather a last-ditch effort. The fact that he's doing this is an indication of just how serious he realizes things have become, I think.

He showed some 'nads today all right. They are going to have to follow through with everything they've got. And if the Bushies succeed in tiipping the SCOTUS in the neocon constitution-wreckers' direction - as I fear they would with Alito's confirmation - the court of last resort is GONE.

It's the very last minute. Let's hope they don't fold their tents and slink from the battle - it is NOT going to be comfortable at the front.

And may the truth emerge at last, with everyone seeing it.

... Democrats said they were prepared to invoke Rule 21 daily to put pressure on the GOP leadership for the intelligence investigation and other oversight matters.

"The purpose of this closed session is to discuss the need for a phase two investigation by the Senate Intelligence Committee," Durbin told reporters after the move. He said this investigation was promised as early as Feb. 12, 2004, yet "nothing has been done." "It is clear now that the American people were not informed properly before the invasion of Iraq," he said. "Intelligence information was distorted, was misused, and we have seen as late as last week the lengths which this administration has gone to try to silence and discredit their critics of the misuse of this intelligence information."

Durbin added, "We're serving notice on at this moment: Be prepared for this motion every day until you face the reality. The Senate Intelligence Committee has a responsibility to hold this administration accountable for the misuse of intelligence information. They have promised this investigation. We will continue to make this request until they do it."

Under Rule 21, the chamber can be ordered into closed session when any member calls for it and the motion is seconded. No vote is required. Going back into regular session requires a majority vote. Sen. Charles E. Schumer (D-N.Y.) called the move "historic" and said it was prompted by mounting frustration...

Good job by Senator Reid! He and his colleagues need to be hammering on them 24/7. And he should ramp up his language a bit. Instead of saying, "the Administrations mistakes in prisoner abuse", he should say, "Bush condones torture". When I see words like the former, it causes me to question whether some of our Dem reps truly share our views about the magnitude of the evil we're up against here.

This is good, but we'll need a continual barrage of this type of thing to drive the neocon scourge back under the slimy rock from which it came.

127. I believe that the Dems have been waiting for the
Judicial arm (Fitzgerald) to come forth...and he did with a nice long 22 page indictment which explained a lot about the bad boys.

This gave the Congressional arm (Reid) the 'in' he needed. The pre-war intelligence issue is now a Judicial issue, not just a 'Political' issue. Plus the Judicial paved the road for the Dems....Fitzgerald gave an excellent Press Conference...laid out the case of how important National Security is.

I think the Dems reminded me today of a well-oiled, fine-tuned piece of machinery! The dominos are starting to fall! The Truth will be heard!

I am actually happy and hopeful.

but I am certain a great many others who have been "tuning out" the Democrats. It seems, these last five years, a great many people in this country have gotten in the habit of dismissing out of hand anything the Democratic Party has had to say, without even listening.
