VIENNA — Western nations were in disarray Friday over U.N. action against Iran after Russia rejected an EU draft resolution on cracking down on Tehran for nuclear work that has raised fears of weapons development.

"They're scrambling," a Western diplomat said on Friday about efforts by EU negotiators Britain, Germany and France to get the U.N. watchdog International Atomic Energy Agency (IAEA) to adopt a resolution that would set the stage for bringing Iran before the Security Council, which could impose sanctions on the Islamic Republic.

Faced with Russian opposition, the European Union backed off Thursday on seeking to have Iran immediately called before the Security Council for its nuclear work, but Russia still objected to a compromise that would have delayed referral, diplomats said.

"It is a plane that does not fly," Russian ambassador Grigory Berdennikov said about the compromise text circulated by the European negotiating trio, the so-called EU-3, at a meeting this week in Vienna of the IAEA's 35-nation board of governors.

Russia, China and non-aligned nations back Iran's right to what it says is a peaceful nuclear program and fear that Security Council actions could escalate into calls for trade sanctions that would draw sharp retaliation from the Iranian oil giant, diplomats said, adding that Russia is the key player.

LUKoil OPENS OFFICE IN CHINA

BEIJING, September 22 (RIA Novosti, Aleksei Efimov) - LUKoil held a ceremony Thursday to mark the opening of its Beijing office.


Valery Golovushkin, company vice president, said, "LUKoil is ready to deliver to China as much oil as infrastructure allows."


He added that the opening of the office in China would enable the company to obtain detailed information on projects that LUKoil hoped to take part in.


He said the company firstly intended to increase oil deliveries to China via pipelines.


"A pipeline from Kazakhstan to China with a total annual output of 20 million metric tons will become operational by the end of this year," Golovushkin added.


The pipeline will enable direct oil deliveries to China from West Siberia, and LUKoil is ready to supply oil according to its quota.

2. I don't understand...
...why France and Germany are all for this, when they were more hesitant on Iraq.

I'm even more perplexed because France and Germany should be more suspicious of any current claims the United States makes. They didn't agree with us rushing to war with Iraq--and it's been shown that we were full of it and no WMD existed.

Why doesn't France and Germany stop this nonsense at the starting gate? Why are they falling in line with a U.S.-led propaganda campaign that will lead to a U.S-war with Iran?

I'm not getting this. Maybe I'm misunderestimating something.
