People on DU have been talking about FEMA under Clinton since the beginning of this mess. He's gotten a lot of credit for building a department that Bush would later destroy.
5. James Lee Whitt (Clinton's FEMA chief) explained this well last night
He explained successes under Clinton where local and state authorities kept control but FEMA provided all the backup assistance they needed. The key was top notch communication under FEMA leadership throughout including conferencing before a hurricane hit between FEMA and state and local directors to make sure all the needs were met quickly and in a well coordinated way. He disagreed with those who advocate more Federal control and military response.
...there is definitely a sea change where Clinton and the media is concerned. In the last few weeks I have heard the following:
1) Bill Kristol and others saying that Clinton would have handled Katrina better. Numerous people have said that FEMA was much better under Clinton.
2) Last night Blitzer and Cafferty talking about Bush speech and teleprompter...what if they went out. Cited that it happened when Clinton was giving a speech. For 20 minutes he ad libed and no one knew. They said Clinton could do it...Bush no way.
3) Even Bush cheerleader Chris Matthews said last night Bush needs to give a powerful speech, like the one Clinton gave after Oklahoma bombing.
