**** TAKE ACTION**** NOLA PET RESCUES IN PERIL!!!
(Cross-posted information from http://www.nola.com/forums/animals)

The media is white-washing the situation in NOLA!

HSUS has turned away boat rescuers and supplies!

LET'S CALL THE Public Relations PERSON IN HSUS... SHE KNOWS ABOUT THIS FORUM... LET'S ALL CALL AND EXPRESS OUR OUTRAGE AT THE BELOW INCIDENT. 301-258-3185
Six volunteers with boats went to Gonzales in the past two days and were turned away by HSUS employees. I had one organization from Alabama turned away this morning with a truck load of supplies and crates. This is after I talked to someone working at the Lamar Dixon facility in Gonzales and was told that the facility is completely out of crates and is lacking in volunteers. She told me that they dogs are not even getting water there. DO NOT SEND BOAT TO GONZALES. Boats should go to St. Francis Animal Sanctuary in Tylertown, Mississippi. The boats will get to where they should go if they go there. Best Friends is involved in that effort.

Also: CALL NOW TO PLEAD WITH THEM TO ALLOW PRIVATE CITIZENS BE ALLOWED ACCESS WITH BOATS, SUPPLIES AND RESCUE ASSIST!!!

CALL LA GOVERNOR NOW -- THE CLOCK IS TICKING!!!

Governor: 866-310-7617;
email(secretary): [email protected]
fax 225-342-7099
Terry @ governor

Top priority is getting the Governor to order her National Guard to start initiating rescue!
This is what is needed to save the ones that the animal rescuers cannot get to.
Please call gov office and ask for Andy or Terry at 225 925 7339

1. TALKING POINTS
* We speak for the hundreds of thousand of evacuees who lack the logistical, technological, or emotional means to advocate on their own pets' behalf

* Pet owners are without traditional comfort of home, community, or a hope that anyone is left in the city taking care of their pet

* Evacuating the city of witnesses and a proposed media blackout are HIDING indescribable suffering from the public

* Grave possibility that beloved pets will be declared a "health risk" and slaughtered

* Local law enforcement have made UNINFORMED, ERRONEOUS statements about animals, claiming they are dangerous or diseased. One sheriff on NPR seemed to think that thirsty, starving dogs would somehow spontaneously become "rabid," even though they have been trapped in homes, alone.

* Numbers of abandoned animals due in LARGE PART to Government's failure to allow evacuation... when animal shelters and foster homes NATIONWIDE had mobilized care and space for evacuees' pets

* False data being provided to media about number of animals rescued. Most of the "thousands" rescued were animals already in shelters or veterinary facilities. On-the-ground rescues inside hard-hit communities number only around 350 AMONG ALL THE RESCUE GROUPS IN LOUISIANA

* Lack of communication, cooperation, and concerted effort among governmental agencies on the ground

* Tens of thousands of armed men, guarding property while animals die

* Pets forcibly removed during evacuation from the owners who loved them enough to evacuate with them and care for them in squalor and chaos -- still trapped inside locked-in Superdome

* Legal implications, both criminal and civil, for wholesale negligence and grievous, preventable loss of animal life

* Governmental agencies reached by phone seem to think this is a numbers game, like some poll they're taking, or a "fringe," "animal lovers" issue. This is, in fact, A MAJOR POLICY FAILURE ISSUE, AND A HUMAN ISSUE, AND A TEST AND REFECTION OF OUR HUMANITY, COMPASSION, AND PRIORITIES AS A SOCIETY AND A SPECIES

* Animals can't mass at the Convention Center and plead for rescue. We speak for the invisible, the forgotten, and the voiceless.

* Crisis is uniquely extreme in that the people who love these animals most are completely politically disenfranchised and dispersed. They are also PHYSICALLY PREVENTED from rescuing their own animals by the government, which PLACES THE SUFFERING AND DEATHS OF THOSE PETS SQUARELY ON THE HANDS OF AUTHORITIES

* Before this, ONE stranded pet on a rooftop or in a tree would be a major human-interest news story. And communities would rally to save and comfort the animal. BUT THE SUFFERING OF TENS OF THOUSANDS IS MARGINALIZED AND MINIMIZED.

* Plight of these animals is unconscionable, unnecessary, and unthinkable in the United States of America. We must rise to our responsibility and our duty. Compassion and pathos must BECOME ACTION

* The current Louisiana Revised Statutes, in pertinent part, read as follows. 14:102.1. Cruelty to animals; simple and aggravated A.(1) Any person who intentionally or with criminal negligence commits any of the following shall be guilty of simple cruelty to animals: ***** (c) Having charge, custody, or possession of any animal, either as owner or otherwise, unjustifiably fails to provide it with proper food, proper drink, proper shelter, or proper veterinary care. (d) Abandons any animal. A person shall not be considered to have abandoned an animal if he delivers to an animal control center an animal which he found running at large. ***** (2)(a) Whoever commits the crime of simple cruelty to animals shall be fined not more than one thousand dollars, or imprisoned for not more than six months, or both. (b) In addition to any other penalty imposed, a person who commits the crime of cruelty to animals shall be ordered to perform five eight-hour days of court-approved community service. The community service requirement shall not be suspended.

4. TALKING POINTS by cynar, from nola.com. (This was listed as part 1.)
Hi, everyone. I've compiled a list of "talking points" for use when calling media and agencies. You can also use this information when you email.

As they say in 12-step: take what you want and leave the rest.

Talking Points.

* Life and death urgency. New York Times reports 50,000 stranded animals. On Thursday, ASPCA predicted "massive die-off" starting Sunday.

* Situation is dire. Response has been barbaric indifference leading to apocalyptic, nightmarish suffering of trapped, starving, abandoned animals in deserted, war-like city of horrors.

* FEMA, Homeland Security, Coast Guard, and law enforcement representatives reached by phone express sympathy, but say their hand are tied in terms of allocating equipment and manpower UNLESS GOVERNOR BLANCO MANDATES A PET RESCUE MISSION

* Even now, only a few boats and animal rescue teams have access to flooded areas, and house-to-house searches are painfully slow.

*Best Friends animal rescue has THE ONLY boat team searching in St. Bernard Parish, and, while they saw "thousands" of desperate, starving animals, they could only reach TEN in a full days' work.

* On September 7, the Humane Society issued an urgent plea for the help and cooperation of governmental agencies because time is running out and rescue efforts have been sporadic, and in many cases, impeded. NO HELP HAS BEEN AUTHORIZED OR MOBILIZED BY STATE AUTHORITIES AS OF SEPTEMBER 10

* Tens of thousands of animals will needlessly die, compounding this tragedy of errors.

* That so many pets may perish for the lack of a concerted effort to save them parallels the heartbreaking inefficiency in assisting the people of New Orleans last week.

* If the city, state, and governmental organizations are seen being proactive about saving lives of valued animals, it will count somewhat toward ameliorating the terrible failures that plagued the initial disaster relief effort.

* There has been arbitrary and contradictory on-the-ground decision making both about allowing evacuees to take pets with them and about allocating any governmental resources to aiding animal rescue efforts.

* Allowing evacuees to take their pets out of the city is in the city's best interests, as well as being the compassionate, right thing to do. Animals will have to be dealt with, dead or alive, and the most efficient policy is to keep animals together with their owners rather than staging two rescue efforts or allowing thousands of pets to die slowly.

* Sometimes all it takes is one official in a position of power to step forward and get the ball rolling by allocating resources and issuing clear directives. The media can help a great deal if this issue is framed with the urgency and soberness it requires. Heartbreaking vignettes or heartwarming reunions, and images of stranded animals waiting for help, only go so far.

* This is actually a significant public policy issue, and should be treated as such.

* It's easy to marginalize the outcry over the plight of animals, but it is inextricable from the human suffering and loss. And, as so many are still alive and trapped, it has become symbolic of gratuitous, preventable loss on top of the catastrophic losses victims have already experienced.

* As time passes, each animal rescued requires more health resources. A full-scale rescue NOW is a more efficient and human use of limited resources.

* If only a fraction of the men in various military and governmental organizations on the ground now were tasked with animal rescue, enormous time, energy, and resources can be saved -- because the consequences of leaving animals in homes and on streets to starve will have to be dealt with amid the cleanup.

* Not to mention the emotional and public relations fallout when New Orleans residents are finally allowed to return to their homes and confront indescribable tableaus of suffering.

* Don't compound and repeat the terrible mistakes and bureaucratic negligence of the past weeks inflicted on the people of New Orleans ALL OVER AGAIN, ON THEIR PETS

* Rescuers have now combed the city, spending hundreds of millions to retrieve and care for human life. Now, before retrieving the dead, is a tiny window of opportunity to rescue the only living things still in the city

*Confirmed shootings of tail-wagging dogs in St. Bernard Parish (video available Dallas News). Inability of New Orleans law enforcement to clearly state they will not shoot animals (in CNN interview with Anderson Cooper)

* Whether an animal is rescued and loved, or greeted with a shotgun, as in St. Bernard Parish, is entirely ad-hoc and situational. THERE MUST BE A CLEAR DIRECTIVE TO PRESERVE LIFE

* Must allocate boats and manpower. Reassuring frantic pet owners that "people are searching" is a whitewash.

* Internet-based groups seem to have better information on the staging, shelter, and abandoned animal locations than officials on the ground.

13. Just called the gov's office
They said that they are now letting animal rescuers in and are doing their best to rescue. I know their task is overwelming, but we can't let them think this isn't important.

The woman who answered the phone said she was "aware of the reports" and then rattled off the names of all the organizations that are either there or on their way. Sorry I didn't take notes, but I'm sure if anyone wants to call, they'll tell you the same thing.

My heart is breaking. I know they can't save them all, but I want them to make the best effort they can.

57. It doesn't make any sense at all
They turn rescuers away, but they themselves won't rescue the animals.
They keep making up fake stories about why people shouldn't go into areas like St. Bernard Parish.
Maybe there's carnage all around that they don't want people to see.
At this point, I wouldn't put it past them. (#56)

It is so needless and absolutely heart-breaking.

Because the Louisiana State Veterinarian refuses to lift the 15 day quarantine hold period, the Gonzales state-designated shelter, is now considered full by the local sheriff. The Parish Sheriff is holding Pasado Rescuers back with loaded guns, despite the fact we have full vans, loaded with animals - the result of a 19-hour-day of rescue. We need to raise hell - call local media, whoever you can, the state vet needs to cut the bureaucracy and allow foster families, from around the country, to take these animals!

23. CNN did a story tonight about the abandoned pets.
It was heart breaking but they told it and mentioned that many people refused to leave NOLA because the federales would not take pets.

I hope it raised awarness. I think it was on Larry King and there were phone numbers and web sites.

I looked at my dogs playing on the floor like puppies and my heart broke. but for the grace of God go I.

24. And it gets worse ... "PETS NEED HELP NOW!!!! The REAL STORY"
Edited on Sat Sep-10-05 09:25 PM by nicknameless
From CraigsList:

( Reply to:[email protected]: )

I JUST GOT OFF THE PHONE WITH AN ANIMAL RESCUER who has been on the rescue boats in New Orleans.

The shelter in Gonzales is turning away pets!!! That is the staging area for all rescued animals. Room is needed for these animals!!!!

RESCUED ANIMALS ARE SITTING ON TRUCKS RIGHT NOW-WAITING FOR MEDICAL ATTENTION/FOOD AND WATER and waiting to be checked in at another location.

They are not letting rescuers into New orleans tomorrow because there is NO ROOM to board the rescued animals. They are going to allow just one boat to go out looking for animals tomorrow in new orleans. Meanwhile, there are other boats available. There are good people willing to get on these boats to go and search for animals. And let me tell you .. there are thousands and thousands and thousands of animals slowly dying as I write. The reason they are stopping animal rescue tomorrow is not because the water is toxic, we all know its toxic and one area is closed off due to a typhoid outbreak.. but the real story --there is no room to put the animals. Why no room you ask??

The State Vet wants to hold ANIMALS FOR thirty days, DO YOU THINK THIS person CAN MAKE an EXCEPTION RIGHT NOW?? This is the worst place that this could have happened. There are a bunch of MORONS running that state.

This is the REAL DEAL.

Call the MEDIA, CAll YOUR REPRESENTATIVES, CONGRESSMEN/WOMEN. Put pressure there is way too much red tape BULLSHIT HAPPENING. I am looking up the number right now to the STATE VET. Let's bombard them with phone calls..

this is in or around LOUISIANA

yes -- it's ok to contact this poster with services or other commercial interests

35. What is meant by "holding the animals 30 days"?
30 days until what? They are destroyed? Or they are released back to the owners?

If the shelters are full, and they are keeping the animals longer that might be a *good* thing. If it is to give more opportunity for the owners to claim them or be adopted.

What is really needed in that case is more shelter space. Which it sounds like they are working on.

I don't know about the local laws, but where I am, strays are destroyed in 2 weeks if they are not adopted. Sometimes sooner if they are considered unadoptable for some reason. So 30 days sounds to me like it might be a good thing, if it is to give those that have already been rescued more of a chance of going home.

It's so hard to get a clear idea of what exactly is going on.

The whole situation is tragic. And the finger of blame ultimately goes to the inhuman policy of not letting people take their pets with them in the first place.

31. 2,000 animals rescued in LA - moving them north to open space at Gonzalez
Animal relief workers in the field have reported that the animal coalition, lead by the ASPCA, has now rescued more than 2,000 animals as well as 40-50 exotic pets (lizards, snakes, etc) and about 200 horses. The animals are being housed at both the La-Mar Dixon Exposition Center in Gonzales, LA and Louisiana State University (LSU) in Baton Rouge, LA. Animals will begin to be transported to another facility in Monroe, LA as the Gonzales and LSU sites have reached their holding capacity.

36. A success story: The dog shooter from the video has been suspended
From nola.com

Re: Sheriff suspends Minton? by jsbankston, 9/10/05
Hope it's okay to paste from another thread:

"23148. Minton Suspended by califvw, 9/10/05 22:06 ET

"I was just as concerned as you all are about this video. I just spoke with a family member who is pretty high up in the SBSO. He wanted me to let you all know that Sgt. Mike Minton has been suspended (not sure if thats the exact terminology) due to the shooting of dogs & this video. This info came directly from Jack Stephens.

"My own notes to add -Obviously, the SBSO is working on a very skeleton crew, every person is badly needed. The fact that the Sheriff immediately suspended Sgt. Minton, to me shows that he does not condone this behavior by anyone. Due to so much else going on, I'll safely assume that it will be quite a while before anything administrative can be completed.

"These Deputies are working in horrible conditions, with little to no communications. As I'm reading reports of "bad seeds", and I'm positive that they will be dealt with. But they have to know about it to deal with it. The communications system is horrible, so please patient and keep reporting what you seeing."

47. Quick Update from Governor's Office
Via nola.com, of course. (sorry if this is already posted, didn't have time to look through all of the posts)

Apparently a whole slew of refrigerated trucks and other supplies are coming from Texas tomorrow to help with the Gonzales situation.

There is a rampant rumor out there that some LA head veterinarian by the name of Littlefield is refusing pets to leave Gonzales and workers to get in. This doesn't appear to be entirely true. It does appear that there is a quarantine order about animals leaving the state for a couple weeks, but not the facility...hence the transfer to the Monroe facility and the trucks.

What Gonzales DOES desperately need is WIRE CAGES and VOLUNTEERS. They are really overwhelmed right now. So if you have the means to help with either of these issues, please do.

Also, apparently Wal-Mart stores have the ability to donate supplies as they see fit. So if you have any local relief agencies heading to this area, encourage them to stop into their local Wal-Mart and see if they would be willing to donate wire cages, fans and the like. A complete list of things the relief agencies are requesting can be found here (towards bottom)

48. God bless Governor Blanco for deceny in caring.
The situation is dire but at least she cared enough to address it!

I saw them rescue a black pussy cat, locked up and alone. That cat was iterally meowing for help and came to the volunteer rescuers happy to get into the carrier!

We have domesticated these little creatures for thousands of years- enjoyed them, used them (cat's were mousers in wheat bins, and we all know about the heoric service dogs) it makes us more human when we care about God's creatures.

50. Gov. Blanco need to be much more caring.
She needs to dispatch National Guard and Coast Guard for water rescues especially. (See action #2 of OP)

People who have called her office have been lied to and sweet-talked.
We need to see real action. We can't afford another situation of hearing that help is on the way ... but having no one show up.

63. This disaster was and remains F*cked- if these pets
are killed after being taken from their families - I will never trust an official with their lives. Not that I ever did. But damnit there are people all over the country willing to help- but we need government support, tactical support. They could get thousands willing to drive down there to help-but people need secucrity, assurances of gasoline, and a national staging area for pet pick up, or asisstance down in La.

52. Temporary or permanent homes needed
Subj: West Louisiana Humane Society begging folks to come get dogs Date: 9/10/2005 1:48:01 PM Eastern Daylight Time From:imjanetmills@...

Please forward this to all your friends...

Hi, my name is Ruby Smith, volunteer with the Humane Society of West Louisiana! We are fielding THOUSANDS of calls from people affected by Hurricane Katrina because we are the closest Humane Society with a working telephone! (approximately 4 hours west of New Orleans in Rosepine, LA)

We are doing all we can but have one big problem. SPACE! We are taking as many strays from the area as possible but are having hard time finding room for the family owned pets that are having to be given up! These are people who have NO choice but to give up their beloved pets due to this catastrophe. We are looking for help from "Breed Specific Rescues", or anyone, to find homes for these babies!

Currently, this is just an example of our purebred hurricane victim dogs, who have all been very well behaved, but will be euthanized if homes are not found.... soon!! We just don't have SPACE!!!!!!!!!!!

------ 3yo Husky, very sweet, getting very depressed, is eating less and less ------- 7yo Pomeranian, won't stop shaking unless being held ------- ? yo Poodle, just adorable, but shivering and very difficult to get out of cage ------- 1yo+ Collie, won't stop crying, unless being held ------- 4yo Cocker Spaniel, very cute, very, very upset.

Of course, we have an abundance of "mutts" that are just as deserving of a loving and safe home... . If you know anyone who can foster/rescue these loving animals, or any other rescue group who are willing to help out - please contact the Humane Society of West Louisiana! It is likely that we will be getting more and more calls from owners who are having to make the choice of surrendering their pets, but we just do not have the room for them! Thank you So much!!

Please, continue to pray for the victims of Katrina, both human and pets!

Humane Society of West Louisiana Ask for Rita 337-462-3321

PS. Even if you cannot help one of these babies, yourself, you can make a difference if you Please forward this e-mail to everyone you know!! Please, please, please!!!!!!!!!!!!!!!!!!

56. On PetFinder.com ... The mother of a soldier posted this:
Lois,

Sadly I must tell you that Jason (my son) was advised to shoot any dogs found....he..being raised by me (dog fanatic) said, "BULLSHIT, I would never shoot a defenseless dog." They said it would be less cruel than the animal starving..... Guess my son showed them. I am so proud of him and also am worrying about his mental health. He just got back from 18 months in Iraq, just started college 3 weeks ago in Denver, and now to have to see all of this death again. The mother in me is crying out to protect my baby from all of these images that are now in his head.

love, Darcie

*This* is what they're "advising" soldiers to do?!!!

Last night on CNN Gen Honore said the NG would be rescuing stranded animals, however just saw post from the soldier's mom on this thread that his unit has been ordered to shoot the dogs. Any latest info???

On petfinder most shelters are full and they are begging for volunteers to come to Gonzalez.

This is such a mess.

61. It is so sick. They keep saying one thing and then doing another.
I keep thinking about the President of Jefferson Parish, Aaron Broussard, crying during his interview with Russert.

"They're coming to get you, Momma. They're coming to get you."
It's all such a sick betrayal.

... If they would at least step aside and let the rescuers do their job.

66. Very very sad day.
All up-to-day rescue information has been scrubbed from the sites I have been relying on (esp. BestFriends.org and PasadoSafeHaven.org).

My assumption is that the calls and emails pissed off the cretins in charge. Someone from LASPCA has been passing around a statement that all of the alarm was coming from just one individual from Pasado, and that it wasn't true.

Proof that what the rescuers were saying is true:
    * Soldier "advised" to shoot animals, rather than let them starve.
    * Video of police sgt. shooting and running over dogs.
    * Additional reports of shootings.
    * First-hand accounts from rescuers that they were being turned back by "authorities"
    * MSM reporting that the only sound in NOLA was the "wailing of dogs and cats"
    * Lists of thousands of animals to rescue, and rescuers reporting the small number of animals they were able to retrieve.
    * Water rescues are what's needed most. Few rescuers allowed in.

Now those same heartless, brainless "authorities" are planning on spraying pesticide tomorrow, which will cause mass-poisoning of many remaining, stranded pets. Pesticide they plan to use is reportedly "Naled." Some info: http://pmep.cce.cornell.edu/profiles/extoxnet/metiram-propoxur/naled-ext.html

ACUTE TOXICITY

Naled is moderately to highly toxic by ingestion, inhalation and dermal adsorption. Vapors or fumes of naled are corrosive to the mucous membranes lining the mouth, throat and lungs, and inhalation may cause severe irritation (9). A sensation of tightness in the chest and coughing are commonly experienced after inhalation (14). As with all organophosphates, naled is readily absorbed through the skin. Skin which has come in contact with this material should be washed immediately with soap and water and all contaminated clothing should be removed. Persons with respiratory ailments, recent exposure to cholinesterase inhibitors, impaired cholinesterase production, or with liver malfunction may be at increased risk from exposure to naled. High environmental temperatures or exposure of naled to visible or UV light may enhance its toxicity (9).

The organophosphate insecticides are cholinesterase inhibitors. They are highly toxic by all routes of exposure. When inhaled, the first effects are usually respiratory and may include bloody or runny nose, coughing, chest discomfort, difficult or short breath, and wheezing due to constriction or excess fluid in the bronchial tubes. Skin contact with organophosphates may cause localized sweating and involuntary muscle contractions. Eye contact will cause pain, bleeding, tears, pupil constriction, and blurred vision. Following exposure by any route, other systemic effects may begin within a few minutes or be delayed for up to 12 hours. These may include pallor, nausea, vomiting, diarrhea, abdominal cramps, headache, dizziness, eye pain, blurred vision, constriction or dilation of the eye pupils, tears, salivation, sweating, and confusion. Severe poisoning will affect the central nervous system, producing incoordination, slurred speech, loss of reflexes, weakness, fatigue, involuntary muscle contractions, twitching, tremors of the tongue or eyelids, and eventually paralysis of the body extremities and the respiratory muscles. In severe cases there may also be involuntary defecation or urination, psychosis, irregular heart beats, unconsciousness, convulsions and coma. Death may be caused by respiratory failure or cardiac arrest (9).

Some organophosphates may cause delayed symptoms beginning 1 to 4 weeks after an acute exposure which may or may not have produced more immediate symptoms. In such cases, numbness, tingling, weakness and cramping may appear in the lower limbs and progress to incoordination and paralysis. Improvement may occur over months or years, but some residual impairment may remain in some cases (9).

Naled may cause dermatitis (skin rashes) and skin sensitization (allergies) (2, 6). It is corrosive to the skin and eyes and may cause permanent damage (3). An aerial applicator developed contact dermatitis after using Dibrom. The exposed area became red and felt burned. Later, water filled blisters formed. They became itchy and dry, then flaked off (ACGIH TLVS 4th Ed. & Supplement. 1980).

The amount of a chemical that is lethal to one-half (50%) of experimental animals fed the material is referred to as its acute oral lethal dose fifty, or LD50. The oral LD50 for naled in rats is 50 to 281 mg/kg, in mice is 330 to 375 mg/kg, and in chickens is 281 mg/kg (2, 3). Rats have tolerated a dosage of 28 mg/kg/day for 9 weeks with no visible signs of poisoning and with only moderate inhibition of cholinesterase (2). The dermal LD50 for naled in rabbits is 1,100 mg/kg, and in rats is 800 mg/kg (2, 3).

The lethal concentration fifty, or LC50, is that concentration of a chemical in air or water that kills half of the experimental animals exposed to it for a set time period. The inhalation LC50 for naled in rats is 7.7 mg/kg, and 156 mg/kg in mice (9).

67. NEW PETITION -- To the Red Cross: Protect Pets!!!
Edited on Sun Sep-11-05 07:55 PM by nicknameless
http://www.thepetitionsite.com/takeaction/750226838

Cross-posted from nola.com
This one is to "Ask the American Red Cross to Start a National Program to Keep Pets Safe During Disasters".

Right now, their national policy is totally COLD to pets. They don't allow them in shelters and they don't care what happens to them. Think about that next time you see "Donate to the Red Cross." They get the lion's share of the money over any other charity, be it for animals or people! This petition asks them to expand the program that is in the county I live in (Nassau NY). When people didn't want to evacuate without their pets in my county, the Red Cross listened! They should make this program national!
