4. Every one who is responsible
for the welfare of this country, and how it relates to the rest of the world, should be extensively tested before being placed in position.
This country would be better off being led by council. A separate council member that represents each of the major divisions of humanity, ie; the arts, science, peace-keepers, family units (including the children and elders), commerce, education, (more clarity here if you wish), etc.
Lessen the narcissism, enhance empathy, expand the world view.

3. He DID take a test:
Step one: arrange to have self born into privileged family.

Step two: arrange to attend Ivy League school under "legacy" program.

Step three: fulfill military service requirement in a 'safe' domestic capacity, via intervention of family connections.

Step four: arrange to have devious but talented advisor take care of damage/image control.
