4. There was a Navy ship who didn't wait, broke chain of command and was
helping victims. They were being praised on NBC. I don't what ship though.

6. I believe that was the USS Bataan
an amphibious assault ship that was under orders from the CNO to follow the storm in.

5. Northern Command was waiting for his orders since Katrina hit
Florida. There is a video of the BBC World News Report with an interview with an officer of Northern Command. Look for the video, it's in the thread!
