The Galloway Report - Information about floodplain management
A 1997 commentary about floodplain management that speaks to the issues we face today, what has been recommended in the past, the gains of the Clinton administration as well as those items that have not been addressed by either the Clinton admin. or the Bush admin.

Not too long a read and very interesting.
