1. there's trouble
The Shrub has boosted peaceful protest smashing abilities to record levels. Miami, NYC, Pittsburgh, D.C., and others are evidence of that, complete with massive Guantanamo-style detention camps for the mass arrests. There were also provocateurs to provide false pretexts for police action, and the police mutilated and seriously injured protesters (most notably paralyzing one's face with a beanbag shell), targeted independent journalists (after all, they don't want video footage of what they're doing to get out), and arrested innocent passersby (e.g. family exiting oncology clinic) in addition to the usual gassing, pepper spraying, and beating.

IIRC they've managed to arrest enough people to completely clear the streets ever since Seattle.

So this is exactly how much protests are up against.
