3. I think Bush was in on it although Rove planned it and simply...

...informed shrub he was doing something about it and Dubya in turn probably said words to the effect, "Do whatever you have to do to discredit Joe Wilson" and may have added that he did not wish to know anymore about it. So in that way whatever form it took Bush could claim credible denial-ability.
