I think Rumsfeld's commentscan be summarized as follows:

"The insurgency is in its last throes that could last eight to twelve years."

And what's the phrase for that? Iraqization?

2. Oh, yes. That makes sense.

It's only existed for 2-3 years or so, and the violence has been increasing from Day 1. So let's just call the next 12 years of increasing violence "the insugency's death throes", and then decide what to do in 2017.

It's like these guys have no connection to reality. They think the solution to any problem is PR and marketing. Probably the most incompetent, stupid, and arrogant group we've ever had in power.
