1. I've no doubt
Bolton was placed in State by Cheney specifically to keep an eye on Powell and report everything to Cheney. Cheney used the info to keep Powell in line. Remember Powell's speech to the UN? Wonder what the administration had on him to get him to lie so readily...

Do the congress people have a clue that Bolton is the leaker?

It all makes sense, he got Powell to lie to the UN thereby keeping Powell from ever serving at the UN or anywhere. And that's why Powell has recently turned on Bolton.

Imo, Bolton is the man b**h wants to destroy the UN. If the pukes really want to see the UN destroyed he's their man.
