14. Constitutional Amendment: Campaign finance reform
No one can donate more than 1% of the average income of the citizens in a district and they can't spend more than xxxxx% of that average income on campaigns.

A fu**ing corporation in NY state is forbidden from donating to a congressperson representating the people in a district in an entirely different state.

This bill will tighten provisions of Chapter 13 bankruptcy making homes and cars more difficult to save, and will increase the ease by which landlords can evict tenants, even once they have caught-up on back-rent. It also encourages lenders to lower their credit standards which will further entrap those communities and demographics which are most susceptible to falling into debt.

According to a Harvard study, about 50 percent of all families who are forced to file for bankruptcy do so as the result of medical expenses. And three quarters of those have health insurance. Another 40 percent have suffered a death in the family, lost their job, recently divorced their spouse, or suffered some combination of these factors and medical costs. The American Bankruptcy Institute has found that at most 3 percent of filers get out of paying any debts that they actually could have paid.

This legislation will eliminate the discretionary powers of bankruptcy judges to take into account circumstances such as medical emergencies. It threatens the welfare of children that are the victims of divorce by reducing the status of custodial parents to that of other creditors. By expanding the opportunity for creditors to make court motions, debtors may be threatened with expensive litigation and cajoled into giving up their rights.

Such heartlessness on DU lately.

15. There is a lot wrong with this bill that does not address your concern
The rich are exempt, the middle class and working poor are not.

Studies have found that irresponsible spending accounts for 3-5% of bankruptcies per year. THey are throwing the 95% who are blameless to the dogs in the name of "reform." Don't buy the hype.

The goal is to limit petitioners seeking relief through debt liquidation (Chapter 7) by forcing more bankruptcy filers into a repayment plan (Chapter 13). Debate is still unresolved over the Homestead Exemption provision (five states including Texas permit protection of all home equity) and consumer advocates are seeking to deny banks priority status over personal obligations such as child support and alimony. Higher cost of filing and administration will deny the most disadvantaged of the option to file for bankruptcy. It shifts some of the costs of debt collection to the public and thus limits the banks’ financial risk of marketing to low income and highly indebted consumers. In addition, the requirement of consumer debt counseling is not clearly explained. Credit card giant MBNA was the largest financial contributor to George W. Bush’s presidential campaign.
