Late term abortions are done on intended and wanted pregnancies only for the most tragic of reasons, like extreme fetal deformity that wasn't picked up before the 12th week (and many aren't) or a threat to the mother's life should the pregnancy continue.

Neutering randy teenagers would make sense only if you were trying to curtail the numbers of early abortion and unwed, teenage motherhood. You wouldn't stop it because a lot of those teenagers were impregnated by men in their mid twenties and up.

What might make sense is working on the humble vasectomy, developing a procedure or appliance that would allow it to be reversed when the male matured enough to marry and desire children. That isn't the case as yet.
