"Every country gets home field advantage" = Olympic cheating?

This is part of NYC Mayor Bloomberg's $20 million ad campaign aimed at 15 visiting IOC members.

Is it just me or does that phrase imply that we will be able to cheat or otherwise gain some advantage by hosting the 2012 Games? Seems like a stupid message to send to a scandal plagued organization like the IOC who's Vice President is in prison right now in South Korea for corruption.

1. I assume it means New York is a mutli-racial, multi-cultural city
The Chinese teams would probably have more fans in attendance than they actually will in China.

Having said that, the Olympics in New York would be such a nightmare.

2. Yep, it means that from every nation in the world, some immigrant lives in
NYC.

In other words, every nation has a New york resident who will be routing for the home team.
