WASHINGTON -- January 18 "Information Clearing House" --  A lawsuit was filed late Friday January 14th in the U.S. District Court in Reno, Nevada against President Bush and Vice President Cheney. The lawsuit alleges that both defendants have acted outside the scope of their job description in waging a war against Iraq. The complaint alleges that both defendants and others working within the White House and Defense Department have covertly implemented a white paper called “Rebuilding America’s Defenses:” as presented by the Project for the New American Century or PNAC in September, 2000 two months before the murky elections of that year. Among the persons signing the paper were Richard Cheney and Jeb Bush. While the paper was published on the internet, implementation of it by the White House has been in secret.

The thrust of the white paper calls for the complete domination of the globe by the US with wars against Iraq, Syria, and Iran, domination of outer space and of Cyberspace. It calls for an enlarged military to fight simultaneous wars. Security bases world wide with extensive constabulary forces posted to keep all nations subservient to US military and economic power. It also calls for nuclear rockets to be fired from Spy satellites to suppress any challenge to US global domination.

The class action lawsuit filed by retired attorney and great-grandfather, Doug Wallace alleges that the defendants have violated their oaths of office in entering into a private treaty relating to International relations without approval of the Congress and have made a mockery of the Constitution under a false banner of a war on terrorism.

The lawsuit seeks an injunction against further implementation of the PNAC plan without a 2/3 vote of the congress and a full disclosure to the American Public. It also names John Does 1-100 as defendants. The suit seeks restitution to the US Treasury from all Defendants of the cost of the war with Iraq and also seeks a ruling that since the deception about the war and execution of it was outside of their job descriptions they should all be individually liable to private persons injured as a result of their illegal conduct. After the fiasco of November 2nd, we have discovered that we cannot rely on politicians or even politically controlled offices of Secretaries of States who control voting. If we are going to have an America of "We the People", we are going to have to take back the  Government from the politicians and place them under our control.

Please don’t make the mistake of thinking that because I am a “retired” attorney, I have the necessary financial resources to proceed with the lawsuit on my own. To think so would be a fatal mistake.

I have been a carpentry contractor most of my life. I went to law school at age 37 in order to be trained to do what I am now seeking to do.

The defendants have unlimited resources (your tax money) to keep me turned in paperwork circles to the point of exhaustion. That is the tactic they will use and they will be successful at it unless I have the finances to build my own prosecution team.

I can act as my own attorney but it is unlikely that the court will allow me to act as attorney for the class. Which means attorneys will have to be hired.

In the past week well over 3,000 individuals have looked at my web site. I have had a number of emails which encourage me to persist and telephone calls for which I am grateful. However, if those 3,000+ people had put $10.00 into the fund, I would be very encouraged. As it is, a few dedicated souls have donated a total less than $200.00. (The filing fee alone was $150.00) So please pass the word…. this is everyone’s struggle and I have to have more help than a kind word of support.

If enough people put $1.00 into the fund it could be enough. But believe me this lawsuit will not go where we want it to unless there is a ground swell of moral and financial support.

There was no effort on the part of the Kerry campaign to inform Americans of PNAC. Indeed where in all the congress have we heard from any member about it?

Originally, I had intended to join Kerry as a beneficiary of the lawsuit but after his sudden collapse on the morning of November 3rd followed by his going offshore during January 6th Congressional consideration of the electoral vote, I decided he was not worthy of any help from even those who had voted for him. Collusion with or cowardice in the face of the enemy with desertion from his supporters could be seen when he had promised that “every vote counted”. Is he now just “loyal” opposition?

There is however, a rumor that his daughter's life had been threatened should he attempt to challenge the outcome of the election. Should this be true then a different light is cast on the issue and it would demonstrate the risk factor that must be taken by anyone who seeks to correct the flaws in our present system of government.

Anyone else hear of this rumor?

American foreign and domestic policy is adrift. Progressives, liberals, and democrats have criticized the incoherent policies of the Bush Administration. Even members of the once noble Republican Party are parting ranks with a GOP that has been infiltrated and commandeered by a minority of far right extremists whose only obligation is to the corporations that birthed them and fund them. The vetoing of the Fairness Doctrine by President Ronald Reagan and the Telecom Act of 1996 have all but eliminated any rational discourse of opposing ideas on the airwaves. While claiming victimization at the hands of a non-existent liberal media, a few powerful men with an agenda to utilize this nation's decreasingly free press as a propaganda tool, have cornered the market on talk radio and simultaneously created their own propagandist cable "news" channel. This has been a dangerous first step in creating a media where only one political voice is heard and the populace is at risk of being manipulated rather than informed. The effects of this can already be seen in a study by the Program on International Policy Attitudes that showed that viewers of Fox news were far more likely to be misinformed on the issues surrounding the Iraq war than people who got their information elsewhere. We aim to change this. We aim to make use of the internet as if it were Radio Free America, or Resistance Radio. The voices exposing the lies and hypocrisy of the far right as they legislate in favor of their campaign donors to the detriment of citizen health and the environment will be heard. Those who would lie us into believing that a defenseless third world nation posed an immediate threat, kill hundreds of thousands, spread deadly depleted uranium across a country, and make billions in profit for the companies of which they are former CEOs will have their daily actions documented here. We will be the free press.

As the 21st century dawns, the United States stands as the world's preeminent “super” power. Having led the West to victory in the Cold War, America is now the world's only super-power. Does the United States have the vision to build upon the achievements of past decades? Does the United States have the resolve to shape a new century favorable to the American principles of truth, justice, and freedom that this nation was founded upon in 1776? We currently are under no threat of invasion, yet our defense budget accounts for 50% of the worlds military spending and is larger than the next 27 countries combined. We have set a dangerous precedent with the introduction of a strategy of preemptive invasion and looking for justification only after our target has been reduced to chaos. Nuclear sites with dangerous materials are looted for weeks before becoming secured, yet oil wells are secured almost immediately. The alleged war on terror has succeeded in increasing the proliferating of nuclear materials for "dirty bombs" instead of seizing them. We feel this is not the behavior we should be setting as the worlds only superpower and potential role model.

American foreign and defense policy is adrift. Conservatives have criticized the incoherent policies of the Clinton Administration. They have also resisted isolationist impulses from within their own ranks. But conservatives have not confidently advanced a strategic vision of America's role in the world. They have not set forth guiding principles for American foreign policy. They have allowed differences over tactics to obscure potential agreement on strategic objectives. And they have not fought for a defense budget that would maintain American security and advance American interests in the new century.

We aim to change this. We aim to make the case and rally support for American global leadership.


As the 20th century draws to a close, the United States stands as the world's preeminent power. Having led the West to victory in the Cold War, America faces an opportunity and a challenge: Does the United States have the vision to build upon the achievements of past decades? Does the United States have the resolve to shape a new century favorable to American principles and interests?


We are in danger of squandering the opportunity and failing the challenge. We are living off the capital -- both the military investments and the foreign policy achievements -- built up by past administrations. Cuts in foreign affairs and defense spending, inattention to the tools of statecraft, and inconstant leadership are making it increasingly difficult to sustain American influence around the world. And the promise of short-term commercial benefits threatens to override strategic considerations. As a consequence, we are jeopardizing the nation's ability to meet present threats and to deal with potentially greater challenges that lie ahead.

We seem to have forgotten the essential elements of the Reagan Administration's success: a military that is strong and ready to meet both present and future challenges; a foreign policy that boldly and purposefully promotes American principles abroad; and national leadership that accepts the United States' global responsibilities.


Of course, the United States must be prudent in how it exercises its power. But we cannot safely avoid the responsibilities of global leadership or the costs that are associated with its exercise. America has a vital role in maintaining peace and security in Europe, Asia, and the Middle East. If we shirk our responsibilities, we invite challenges to our fundamental interests. The history of the 20th century should have taught us that it is important to shape circumstances before crises emerge, and to meet threats before they become dire. The history of this century should have taught us to embrace the cause of American leadership.

Our aim is to remind Americans of these lessons and to draw their consequences for today. Here are four consequences:

• we need to increase defense spending significantly if we are to carry out our global
responsibilities today and modernize our armed forces for the future;


• we need to strengthen our ties to democratic allies and to challenge regimes hostile to our interests and values;


• we need to promote the cause of political and economic freedom abroad;


• we need to accept responsibility for America's unique role in preserving and extending an international order friendly to our security, our prosperity, and our principles.

Such a Reaganite policy of military strength and moral clarity may not be fashionable today. But it is necessary if the United States is to build on the successes of this past century and to ensure our security and our greatness in the next.
