11. I agree with Mike Malloy.

They are, in a way, trying to protect the performers. That is, the snipers would take out anyone who even looks like he might be making a move toward That Man, and it would be politically embarassing for the WH to kill, say, high school students. Basically, since the snipers are on super high sensitivity, they want to prevent "accidents".
