100 dollars compensation for house flattened--
It seems that the interim government and the us military thinks that 100 dollars is compensation for flattening your home in Falluja---would you take 100 dollars????
This is what they are giving out to returning residents---

So, what they're offering is a little less than 2 weeks income. Doesn't seem like it would be enough to come close to compensating for a destroyed home.

Your quote says, "offering $100 cash to each family and compensation for damage to homes and businesses."

This means, to me, that they get $100, no questions asked, plus compensation for damage to structures.

Your post implies something different than the quote says.
