1. US Policy. And in all fairness, if you invade a country, it is reasonable

to assume that the people there will wish you to depart, therefore, there are no civilians. There are only people who want to kill Americans.

Their number seems to be growing, and not just in Iraq.

2. Yup, we're just a skip and a jump away

We've already taken the hop. Every dead body is, by necessity, an insurgent. The morbid jokes will be coming soon, if they haven't started already:

"How can you shoot women and children?" "Easy, you just don't lead them as much."

"How do you know that civilian is an insurgent?" "He ran when I fired." "What about the ones who didn't run?" "They're 'disciplined' insurgents."
