The first newspaper story that came up was datelined August 26th.

But, like Doonesbury points out, the chimp doesn't read the papers. And his henchmen are only permitted to give him good news. So while he should have known, and had a responsibility to know, we should never misunderestimate what the chimp doesn't know. On the other hand I doubt if Kerry would make a public statement without proof in hand. He can't afford to.

Most likely Kerry has proof that the White House was notified of the vaccine shortage, and the White House has proof that the chimp wasn't paying attention and couldn't have cared less anyway.
