Passed over yet again as a vice presidential candidate, Sen. Bob Graham will nonetheless get his political moment in the heart of the election campaign with the release of what is sure to be a scathing indictment of the Bush administration's handling of the war on terror.
Graham's book, "Intelligence Matters: The CIA, The FBI, Saudi Arabia and The Failure of America's War on Terror," will hit bookstores Tuesday.
Florida's senior senator has been a frequent critic of President Bush's foreign policy on combating terrorism. He voted against the resolution authorizing force against Iraq, arguing that such an action would divert vital resources away from stopping al-Qaida and other terrorist networks from reconstituting themselves after the invasion of Afghanistan.
The book's content has been kept under wraps, but the overall focus will be on questions the senator has with the nation's intelligence policy. The Miami Lakes Democrat is seen as a particularly insightful critic, with a decade of service on the Senate intelligence committee that culminated with a two-year stint as its chairman and a spot as co-chairman of the congressional inquiry into the Sept. 11 attacks.

The senator, who is finishing out his third and final Senate term, said he provided Sen. John Kerry's campaign with a manuscript when he was being considered for the No. 2 spot on the ticket.
