Bob Stauffer has been the chair of the ITAA/HSITAG from its inception in 1993 through the present. Since October 1999, he has been the National Business Development Manager for Deloitte Consulting’s Health and Human Services (HHS) Practice. Bob is responsible for the development and expansion of the Deloitte Consulting HHS practice. Prior to joining Deloitte, Bob was a Vice President for EDS where he held a similar position from July 1992 through September 1999. Prior to joining the private sector Bob worked in the Federal Government for 28 years. The majority of his Federal career was spent at the Department of Health and Human Services, Administration for Children and Families where he was responsible for the review and approval of the States' FAMIS (integrated eligibility systems), child welfare, and other program areas.

Bob Stauffer’s job destined him for big things. As an executive of the U.S. Department of Health and Human Services, he developed guidelines for state automation of Aid to Families with Dependent Children (now Temporary Assistance for Needy Families), Medicaid and Food Stamp eligibility. To receive approval for their automation plans, every state human service director in the country had to work through point man Stauffer.

Today, Stauffer is point man for Electronic Data Systems (EDS). As vice president and director of EDS’s human services marketing, he’s pitching the company’s automation systems to the same human services directors who sought his approval in public office.

Anything wrong with this picture? Nothing illegal. As an appointed federal government official, Stauffer was not restricted under many state laws from dealing with the states once he left his federal job.

HERNDON, Va. - A group of 14 independent companies has formed the Human Services Information Advisory Group to help state and local government human services agencies improve the delivery of program services by using information technology.

The group consists of some the leading technology vendors serving the government market for human services. One of the group's goals is to work at ensuring that information technology is considered as part of the current legislation being introduced to improve human services and reform welfare.

The group is headed by Bob Stauffer, director of business development for human services at EDS and a former division director for the U.S. Department of Health and Human Services.

He got the contract to write the Medicare software and then took that publicly developed software and went to each of the states to sell them the Medicaid version for their use.

Big Integrator, Big Contracts
With $3 billion in government contracts, SAIC knows its way around D.C.

They are two separate passages of legislation: One dominates the headlines, the other passes in relative obscurity. Yet both
promise to permanently transform the already rapidly shifting face of public-sector IT services as we know it.

The first, the new Department of Homeland Security, combines 22 federal agencies into one department with the potential for $40
billion in contracts. That, coupled with the lower-key, but still eagerly awaited, signing by President George W. Bush on Dec. 17,
2002, of the Electronic Government Act of 2002 could pay off with big dividends. Commonly dubbed the E-Gov Act, this
legislation also signifies fast-track change, as state and local customers will finally be able to access and purchase IT solutions
off the U.S. General Services Administration (GSA) schedule,after years of resistance.

Those are among the developments that plant San Diego-based integrator/VAR Science Applications International Corp. (SAIC)
firmly in the driver's seat. Of its $6.1 billion in total revenue for fiscal 2002, ended Jan. 31, 2002, 56 percent came from federal
sales, with another estimated 3 percent produced by state and local contracts. This makes employee-owned SAIC the
second-largest government player, just behind Bethesda, Md.-based Lockheed Martin, according to Input, a Chantilly, Va.-based
government market research firm. Behind this effort is Ronald J. Knecht, who, as a senior vice president for corporate
development at SAIC, oversees SAIC's federal, state and local sales. In a recent conversation with VARBusiness, Knecht
weighed in on the major changes that have swept the government marketplace in recent times--and what they mean to
government VARs.

VB: Which is not to say that SAIC isn't doing a lot of integration solution work on multiple customer jobs,projects
that involve federal, state and local customers, as well as quasi-governmental bodies. At the 2002 Winter
Olympics Games, for example, you built a command center and implemented the public-safety information
system in Salt Lake City. How much more of this can we expect to see?

Knecht: That involved what we're about: command and control, consequence prevention and management. When
you're involved with that, it's all about training people to use the equipment so that the on-scene
commander,whether it's a military person or an Olympics coordinator,can marshal the resources and be trained
and prepared. We're now pursuing the same kind of opportunity for the Athens Olympics. And that's just the
beginning. Since Sept. 11, the federal government now has the ability to declare all kinds of public functions as
national security events, such as Super Bowls. We clearly intend to bring the capabilities that we demonstrated
in Utah to these kinds of events. We are way up on the learning curve here.

Also, the U.S. military is taking on more of a support role to civilian authorities in the case of homeland
protection. They're assisting with preparation for times of disaster, such as terrorism attacks. There is simply
no record of all of these branches of state, local and federal government working together on something like
this. So, if we work up a software package that the local sheriff's department can use to communicate with folks
at the federal and state levels, and the military operations people, that's valuable. You can help them manage
events and identify needs for resources. It sounds simple, really, in that it's all about people talking to each
other and accessing each other's data. But it takes great engineering for the whole thing to work.

VB: As the new Department of Homeland Security is being organized, there must be a great deal at stake for SAIC.

Knecht: We're already very well-represented within all the organizations that will be coming together to create the new agency.
We're well-positioned to provide support. Sure, there will obviously be some adjustments and changes. But we're already
supporting the pieces and are prepared to help them make the trade-offs. And we'll be ready and happy to accommodate this
need. Due to our significant presence in the component agencies and our solid systems-integration experience, we believe we
can make a significant contribution to the new department.

VB: This speaks to your overall philosophy about the sales channel and how you work with vendors.

Knecht: Sure. In one sense, we are clearly a value-added reseller. We are a systems integrator that uses a lot of hardware and
software from other companies. But we don't sign quota deals. I don't promise that if I sell a certain amount of dollars of a
product, then I'll get this special pricing. That distorts your ability to provide the right kind of solutions to your customers. What we
do provide to the vendor is our expertise. We really do know how the Army works, and how the Navy works and the many
defense and civil agencies out there. We solve problems. That's different than just trying to sell storage or desktop machines,
although a lot of what we do results in sales of storage and desktop machines.

VB: Beyond homeland-security-related work, what else is driving the federal marketplace from SAIC's point of view?

Knecht: The other really big play is the enterprise. I'll go out on a limb and forecast here: When agencies come up with their 2004
budgets, you'll find a lot of them will get whacked because they're not taking an enterprise view. You're going to see more
enterprise efforts getting funded instead of each agency doing its own thing. The Department of Veterans Affairs is moving a lot
of stovepipes into a central VA structure. That's a profound change. Over at NASA, they're doing the same thing. At the DOD,
they're under way with this at the office of the comptroller to harmonize and streamline all of their financial feeder systems.
We're watching all of this and keeping our finger very closely on the pulse.

VB: You're also involved with e-procurement systems for the government customer. How big do you anticipate that will be?

Knecht: We're still trying to digest the very latest news. In the literally waning minutes of the last congressional session, they
passed the E-Government Act of 2002. This is big. There has always been a real itch to have a federal CIO and put some real
money into the federal government for interagency products,a "let's get these things out of the stovepipes and get it together"
movement. So we're now going to have an official who is responsible for e-government and e-procurement. And they authorized
$350 million during the next four years to enable these kinds of functions. It will also open the GSA IT purchasing schedule to
local and state governments. Before, allowing this kind of purchase access to those levels of government was legislatively
blocked.

VB: What does a VAR have to do, given the changes, to exploit the public marketplace for more opportunities?

Knecht: You have to know the vendors' products. We're working harder and harder at this. I need to know what's coming out
two years from now. What training do I need to better understand your offerings? If you don't know that, you'll be reluctant to
support the products when you go for a project. So the vendors are reaching out more to the integrators to share this technical
information. They know we're not going to propose their offerings unless we're fairly knowledgeable about them.

Remember, the majority of federal government customers aren't in leading-edge tech. They're risk-adverse people, really. They
want solutions that are safe and that work as advertised. There's nothing in the contract that says the solution must be
advanced and at the leading edge of the state of the art.

Herndon, Virginia - Valerie W. Perlowitz, 33, president of Reliable Integration ServicesSM, Inc. and founder of Women In Technology, has been named one of the "Top 100 Women in Computing" for 1996 by Open Computing magazine. Ms. Perlowitz was chosen from a nationwide field of candidates representing the information services industries, consulting firms, computer industry vendors, and corporate information systems groups.

The award was announced by The McGraw-Hill Companies on December 5, 1995; the formal presentation took place at Tavern on the Green, in New York City, December 14. The 1996 list is the magazine's second annual "Top 100" list. Open Computing recognized Perlowitz for her unique contribution to information technology. She was cited as "the first to formalize a standard, process-oriented, comprehensive methodology for the design, implementation, maintenance and future technology infusion of complex global network systems." Her distinctive approach to integration design, management, maintenance and technology insertion has rapidly gained acceptance in both the private and public sectors. Her method is currently used in complex networks of up to 2,000,000 nodes.

When Perlowitz founded Reliable Integration Services in 1988, it was a rare item in the Mid-Atlantic region: a woman-owned network systems integrator. Today RIS is recognized as a successful business in its own right, and also cited as an example of successful entrepreneurship nurtured by George Mason University's business incubator program. The company's client list has grown to include some of the most prized accounts in the industry: IBM, AT&T, PRC, BDM and others in the private sector; NIH, IRS, FAA, and other agencies of the federal government.

In 1994 Perlowitz founded Women in Technology (WIT) to provide a professional business network for women in all facets, and at all levels, of high technology. Today WIT boasts more than 500 members and is known for the exceptional quality of its programs and its influence in the information technology arena. Perlowitz was recently elected to a second term as WIT's president.

Perlowitz was the first woman to receive a State of Virginia appointment to the Board of Directors of the Virginia Technology Council. She currently serves as the Council's treasurer. She is also a member of the Board of Directors of the Northern Virginia Technology Council, and she serves as NVTC's Director of External Liaison. She is an active member of the Northern Virginia Business Roundtable, Industry Advisory Council, Technology Executive Roundtable, and IEEE. She earned her B.S. in Electrical and Computer Engineering at Northeastern University, and she is a graduate of the Gillian Rudd Leadership Institute for Women Business Owners.

With prosecutors alleging that Texas’ Medicaid contractor negotiated a sweetheart 1998 deal that allowed it to bilk $10 million from taxpayers, Lobby Watch launched a probe into how much clout that contractor wields.

EDS subsidiary National Heritage Insurance Co. (NHIC) has handled Texas’ Medicaid billings since 1977. State Rep. Rob Junell claimed last week that a new contract negotiated in January 1998 was tailored to NHIC—the only company to bid on it. That contract eliminated a cap on the amount of administrative costs that the contractor could bill the state. Prosecutors allege that some NHIC executives then schemed to fraudulently double those charges.

Did EDS lean on Texas políticos? In the 1998 election cycle, the EDS PAC doled out $45,750 to state politicians, led by the $12,500 it gave to Gov. Bush. For his two gubernatorial campaigns, Bush took $39,700 from EDS’ PAC and executives.

In late 1997—just before the new contract—36 lobbyists reported EDS income of between $1.3 million and $2.1 million. EDS had 14 staff lobbyists registered at that time, led by Lisa A. Sano Blocker.
EDS employees Nancy Beaird, Allen Miller, John Crysler and Sally Ward have registered to lobby in more recent years. The compensation records of these EDS employees (and six others) were targeted in the search warrant that Travis County prosecutors obtained last week. The warrant suggests that NHIC Chief Operating Officer Nancy Beaird is suspected of participating in the alleged fraud with fellow employees Kim McMann and Ray Carter.

At this point, anything that involves Texas sets off my alarm bells. And this whole revolving-door business, with incestuous relationships between government and business, seems as dirty as it gets.

I realize it could take us very far afield from the VoteHere issue, but these ITAA people (and particularly EDS) seem to be involved in so many different dubious operations that I think we really need to follow up on all of them to try to get a picture of the whole.

The Information Technology Association of America (ITAA) has sent a letter to Senate Judiciary chair Orrin Hatch--who will oversee the confirmation process--urging him to clear Ashcroft. The letter calls Ashcroft "a champion on issues of fundamental importance to the continued success of America's information technology sector."

ITAA president Harris Miller applauded Ashcroft's record on encryption, his work on the Digital Millennium Copyright Act, and his reluctance to regulate online consumer privacy.

"He understands that turning to government regulation as a first way of dealing with a problem is not the way to go," Miller said.

to hire H-1Bs. Also, Rep. Watt asked Harris if he would support any new
enforcement procedures of the prevailing wage compliance, and he said

"Recently NASSCOM hired the lie-for-hire PR firm Hills & Knowlton. They
also made some major new agreements with Harris Miller's ITAA to
cooperate on an organized press releases. Their intent is to initiate a
massive U.S. propaganda campaign to sell H-1B and outsourcing to the
American public. If these two articles are any indication, their
central thesis will be that H-1Bs and outsourcing create more jobs in
the USA than they destroy, and to abolish either one will damage our
economy. Their articles use typical free-trade arguments.

"Judging by the media exposure that NASSCOM and the ITAA are getting
they are probably quite happy with the aggressive approach Hills &
Knowlton takes towards manipulating public opinion. Expect these three
articles to be just the beginning of their efforts."

Information security makes for strange bedfellows. Some of the fiercest competitors in the IT industry have set aside their differences and teamed up to combat network intrusion and cyber attack. The government, charged with securing the nation against computer warfare, couldn't be more pleased.

On January 16, 2001, nineteen of the country's leading high-tech companies announced the formation of an Information Sharing and Analysis Center for the information technology industry (IT-ISAC). The announcement, coordinated by Information Technology Association of America (ITAA) President Harris Miller, took place at the Department of Commerce and was kicked off by an address by then–Commerce Secretary and current Transportation Secretary Norman Mineta.

Though the IT-ISAC is a private organization funded solely by industry members, most participants admit that it was the government who provided the catalyst for its creation. Presidential Decision Directive 63 accelerated the cooperation between IT industry leaders, and the Department of Commerce, specifically the Critical Infrastructure Assurance Office (CIAO), coordinated efforts to organize the leaders into an ISAC. With even Secretary Mineta personally involved, it was clear that the federal government wanted to spur activity among the private sector to secure the nation's information systems infrastructure.

On the private-sector side, the ITAA, an Arlington, Va.–based, 26,000-member trade association representing the US IT industry, served as sector coordinator and has done much to spearhead the effort. The ITAA also does a lot of the administrative work that members with full-time jobs cannot do.

The companies involved in the IT-ISAC are coming at this issue from a "big-picture" angle. For instance, Ross Pickus, Computer Associates' vice president of business development, likens the IT industry to the medical field, where individual hospitals or doctors sell more than just a product or service to a particular consumer, they provide technologies and practices that contribute to the greater good of society through expanded medical knowledge. "Our decision to join with other industry leaders to found the IT-ISAC," says Pickus, "is an expression of this greater dimension and heightened responsibility."

During the past year, DiPentima was instrumental in raising awareness of key issues in federal IT. He testified twice before Congress on behalf of the Information Technology Association of America. He also served as Chairman of the Industry Advisory Council's CIO Council Liaison Committee, which worked closely with federal government CIO council members to share information on emerging technologies.

DiPentima has served both government and industry for more than thirty-five years. He was the deputy commissioner for systems at the Social Security Administration prior to joining SRA in 1995. In his current position, he oversees all of the IT programs and contracts SRA provides to clients across the U.S. federal government. Government Computer News has selected him as both the Government Executive of the Year and as the Industry Executive of the Year. In 2003, Federal Computer Week named DiPentima to the Federal 100, its list of the top 100 individuals who made the greatest impact on the government information systems community, for a fifth time. He was also selected as the Eagle Award winner as the Industry Executive of the Year.

SRA services include strategic consulting; systems design, development, and integration; and outsourcing and operations management. About 95 percent of SRA's business is in government. Although SRA started out 23 years ago doing special studies, it switched its focus to full life-cycle systems planning, development and integration in the mid-1980s.

The company is a prime contractor on such large vehicles as the National Institutes of Health's Chief Information Officers Solutions and Partners II and the General Services Administration's Millennia and Millennia Lite contracts. Although its business is growing at a rate of about 20 percent a year, DiPentima said SRA wants to remain at a size where it is agile enough to respond quickly to customers and to pursue large governmentwide contracts.

Even with that growth, SRA does not aspire to be a public company, DiPentima said. "We would go public when it is to our best advantage to raise money and use it for a wise investment," he said. "Right now, we have our own sources of capital."



I also found a long interview with DiPentima, done in 1995 when he was still with the Social Security Administration. I skimmed a little of it, and it doesn't look very helpful, but here's the link:

It will take a while to digest this.. but it is immediately apparent that most of the companies that I had not heard of are also deeply involved in DoD work... The ITAA is essentially an organisation that organises and protects access to federal pork for supersized software and defence corporates.

As the ITAA's involvement in pushing HAVA is becoming increasingly clear, punpirate's stuff on Harris Miller President of the ITAA and star of David Allen's phone call expose is outstanding.

Thanks people...

Your work in investigating this issue is extremely important. As these research threads pile up a far clearer picture of the problem is emerging. And I think it is fair to say that this picture is increasingly disturbing.
