Is there a better way than color codes to handle this "intelligence" ?
They want the people to be aware in those areas if the threat is real. But, is it effective to broadcast it all over the country as a potential terrorist threat? Are they depending 100% on the people to catch these terrorists or do they have a plan to catch them with a strategy? Or do they just cross their fingers, close their eyes, and pray for the best?

1. One Would Think REAL Intelligence Employees Would Rather NOT Have These
alerts. Might screw up investigations and people they were following.

Wouldn't it better to just let Intelligence people do their jobs... warn only those who can actually ACT on the info.

Who knows Kentuck... who knows.

2. When President Clinton got terrorist threats...
He made sure the National Security departments stayed on top if it and actually broke up the plots... hence no Millenium bombings.
