The Bush Dynasty and the Cuban Criminals
New book reveals links of two presidents and the governor of Florida with exiled hardliners

The brother of President George Bush, the Florida governor, Jeb Bush, has been instrumental in securing the release from prison of militant Cuban exiles convicted of terrorist offences, according to a new book. The Bush family has also accommodated the demands of Cuban exile hardliners in exchange for electoral and financial support, the book suggests.

Last year, after September 11, while the justice department announced a sweep of terrorist suspects, Cubans convicted of terrorist offences were being released from US jails with the consent of the Bush administration, according to the book, Cuba Confidential: Love and Vengeance in Miami and Havana, by Ann Louise Bardach, the award-winning investigative journalist who has covered Cuban and Miami politics for the New York Times and Vanity Fair.

The Bush family connections go back to 1984 when Jeb Bush began a close association with Camilo Padreda, a former intelligence officer with the Batista dictatorship overthrown by Fidel Castro.

Jeb Bush was then the chairman of the Dade county Republican party and Padreda its finance chairman. Padreda had earlier been indicted on a $500,000 (£320,000) embezzlement charge along with a fellow exile, Hernandez Cartaya, but the charges were dropped, reportedly after the CIA stated that Cartaya had worked for them.

This was not a ChoicePoint whistleblower telling me about the company’s notorious list. When U.S. law enforcement agencies alleged that he might have been associated with Bahamian drug dealers -- although no charges were brought -- the company lost its data management contract with the FBI. Hank and his friends left and so, in Florida’s eyes, the past is forgiven.

FDLE hires former drug smuggler

The computer expert with strong ties to law enforcement will help the state track terrorists.

TALLAHASSEE - In an attempt to identify potential terrorists, the Florida Department of Law Enforcement is using the services of a former drug smuggler turned millionaire.

Hank Asher, 48, a computer technology expert who lives in a $3-million Boca Raton house, has founded several companies that retrieve huge amounts of electronic information about individuals.

He also has become a close friend to former FDLE director James T. "Tim" Moore.

"Hank Asher has done more to facilitate intelligence and information sharing for police in the country than anyone I've ever known. He's a patriot, a true friend," Moore told recently told the crowd at his FDLE retirement party.

Terrorist Connections Resurface In Florida

Governor Jeb Bush is about to choose a Florida State Supreme Court judge. There are five finalists and his deadline is August 12. Since there is no Hispanic on the Court, most people expect Jeb Bush will want to name a Hispanic. There is only one Hispanic among the finalists. That one Hispanic is of course a Cuban- American. He is Raoul Cantero III, a corporate lawyer for a Miami firm, Adorno & Yoss--the only one of the five who is not a judge.

Governor Jeb Bush might consider it more important for a Supreme Court judge to have Cantero's experience working for Hank Adorno, who had a long association with the family businesses of Jorge Mas Canosa and his son Jorge Mas Santos, late chair and current chair, respectively, of the Cuban American National Foundation, the wealthiest and most influential right-wing Cuban-American organization.

Is Raoul Cantero ready to enforce the law even against Cuban- American terrorists? This is a matter of major importance because terrorism against Cuba is one of the issues that confronts the Florida court system with astonishing regularity. The U.S. Neutrality Act forbids launching military expeditions from U.S. territory against any nation with which the United States is at peace. Nevertheless, in Florida, the prevailing jurisprudence is that it's o.k. to commit terrorist acts against Cuba. In Florida courts, those who carry out armed attacks against Cuba are treated as freedom fighters. Contrariwise, anyone tried for attempting to find out about those plans and warn Cuba about them is quite likely to end up in prison, as have five Cubans recently sentenced to long prison terms, including life behind bars.

Now that White House Resident George Bush is supposedly waging a War on Terror, one might think that brother Jeb would not want to select anyone with a record that suggests approval of terrorism.

This one Hispanic on the final list for Florida's Supreme Court just happens to be the grandson of former Cuban dictator, General Fulgencio Batista. And his father served under Batista as an intelligence officer in the Bureau for the Repression of Communist Activities or BRAC, notorious for torture and assassination. Of course it would not be fair to assume that Raoul Cantero shares the politics of his father and his grandfather Batista. But his own record indicates that he is continuing the family tradition of favoring terrorism against the Cuban people.

BuzzFlash: The title of your new book is "American Dynasty." You make the argument that the return of George W. Bush to the presidency restores, in essence, a Bush dynasty. What is wrong with that?

Kevin Phillips: Well, dynasties are something that the United States came into being fighting against. We have George III in 1775 and 1776. I don't see any reason why, in the last 25 years, we should have George I and George II, and think about Jeb I and so forth. It's pernicious, almost, by definition of what America's all about. It's doubly pernicious when you start thinking about the legacy of economic politics and bias, the legacy of association with the national security state intelligence agencies, the legacy of involvement in the Middle East in a way that may send some horrible chickens coming home to roost. I just don't think there's anything good about a dynasty in this country at all.

BuzzFlash: You frequently reference European dynasties in the book -- and as you mentioned, we rebelled against one of those. You mentioned the Hapsburgs, the Stuarts, the Bourbons, and so forth. Every dynasty had its characteristics of rule. You spend a good part of the book detailing what are some of the hallmarks or characteristics of the Bush dynasty, going back four generations to the founder of the Bush dynasty -- who, you mentioned at one point, I think, was a Democrat? Is that right?

Kevin Phillips: Well, it's hard to say. You're talking about George Herbert Walker in Missouri and Sam Bush in Ohio. And because they were the two great-grandfathers of the current President, attention is merited to them. And one was clearly a Democrat -- that was Sam Bush in Ohio. It's not so clear what George H. Walker was. By the time he got to New York in the 1920s, he seemed to be supporting more Republicans, but his origins in Missouri -- St. Louis -- had him a Democrat there. It's probably not terribly meaningful what he was. He was a financier in that era, and, I think, a real piece of work.

Padreda had earlier been indicted on a $500,000 (£320,000) embezzlement charge along with a fellow exile, Hernandez Cartaya, but the charges were dropped, reportedly after the CIA stated that Cartaya had worked for them.

Padreda later pleaded guilty to defrauding the housing and urban development department of millions of dollars during the 1980s.

The president's younger brother was also on the payroll in the 80s of the prominent Cuban exile Miguel Recarey, who had earlier assisted the CIA in attempts to assassinate President Castro.

Recarey, who ran International Medical Centers (IMC), employed Jeb Bush as a real estate consultant and paid him a $75,000 fee for finding the company a new location, although the move never took place, which raised questions at the time. Jeb Bush did, however, lobby the Reagan/Bush administration vigorously and successfully on behalf of Recarey and IMC. "I want to be very wealthy," Jeb Bush told the Miami News when questioned during that period.

In 1985, Jeb Bush acted as a conduit on behalf of supporters of the Nicaraguan contras with his father, then the vice-president, and helped arrange for IMC to provide free medical treatment for the contras.

Jeb is widely considered to have aided his brother’s controversial election victory in Florida by disqualifying thousands of predominately African American voters who were falsely accused of being convicted felons. According to a Salon.com investigation of Florida's voter rolls, “many voters, perhaps thousands, lost their right to vote because their names appeared on a flaw-ridden list generated by DBT Online (which has tight Republican ties) that included purported ‘felons.’ The investigation revealed that the lists were used in different ways at each of the state's 67 individual county election boards. Some found the list too unreliable and didn't use it at all, but most used the file as a resource to purge names from their voter lists. A disproportionate number of the voters purged were Democrats.” (7)

It was 1991, dad was in the White House, and Jeb Bush was hopscotching through Nigeria in a corporate jet, on his way to meet government officials he hoped would buy $74 million worth of water pumps from his South Florida business partner.

On the jet with Bush was a Nigerian associate in the deal, Al-Haji Mohammed Indimi, who carried several heavy Hartmann suitcases. At least one of the bags, the airplane's pilot says, was packed with cash to bribe the Nigerian officials.

Did Jeb Bush know about the cash in the suitcase? Did he understand what the money was for?

Bush declined to be interviewed for this story. His campaign emphatically denied that he knew anything about suitcases full of bribe money.

Americans were seen in Bosnia as defenders of the children, as shown here, until U.S. contractors began buying children as personal sex slaves. Middle-aged men having sex with 12- to 15-year-olds was too much for Ben Johnston, a hulking 6-foot-5-inch Texan, and more than a year ago he blew the whistle on his employer, DynCorp, a U.S. contracting company doing business in Bosnia.

According to the Racketeer Influenced Corrupt Organization Act (RICO) lawsuit filed in Texas on behalf of the former DynCorp aircraft mechanic, "in the latter part of 1999 Johnston learned that employees and supervisors from DynCorp were engaging in perverse, illegal and inhumane behavior were purchasing illegal weapons, women, forged passports and other immoral acts. Johnston witnessed coworkers and supervisors literally buying and selling women for their own personal enjoyment, and employees would brag about the various ages and talents of the individual slaves they had purchased."

Rather than acknowledge and reward Johnston's effort to get this behavior stopped, DynCorp fired him, forcing him into protective custody by the U.S. Army Criminal Investigation Division (CID) until the investigators could get him safely out of Kosovo and returned to the United States. That departure from the war-torn country was a far cry from what Johnston imagined a year earlier when he arrived in Bosnia to begin a three-year U.S. Air Force contract with DynCorp as an aircraft-maintenance technician for Apache and Blackhawk helicopters.

For more than 50 years DynCorp, based in Reston, Va., has been a worldwide force providing maintenance support to the U.S. military through contract field teams (CFTs). As one of the federal government's top 25 contractors, DynCorp has received nearly $1 billion since 1995 for these services and has deployed 181 personnel to Bosnia during the last six years. Although DynCorp long has been respected for such work, according to Johnston and internal DynCorp communications it appears that extracurricular sexcapades on the part of its employees were tolerated by some as part of its business in Bosnia.

In 1979, the Nugan Hand Bank took as its president Donald Beazley, then president of the Great America Bank of Miami, which was indicted in 1982 for its cocaine-laundering operations. When Nugan Hand collapsed in 1980, Beazley moved on to become president of the City National Bank of Miami. The bank's new owner was Alberto Duque, a Colombian wheeler-dealer who also became involved with George Bush's son Jeb in the construction of a downtown Miami high-rise.

Scandals constantly surrounded the bank. In 1982, Duque's former New York partner, Eduardo Orozco, was arrested and convicted of running the largest money laundering operation ever uncovered in the U.S. Most of the funds were deposited with the CIA-linked exchange firm Deak Perera. In 1986, Duque was found guilty on 60 counts of fraud and conspiracy.

Throughout the years, the Miami narco-banking network enjoyed considerable political clout with both U.S. political parties. In the 1950s and 60s, Kuomintang money from Thailand and Burma came via Hong Kong to be laundered through south Florida property firms. The Somozas and other South American dictators bought Well out of the glare of public scrutiny, leading banks have sinister connections with up Miami mansions and filled up local banks. One Florida real estate agent estimated that of all foreign purchases in 1979, only 20% were the product of legitimate money.

The drug laundry World Finance Corporation that helped finance CORU in the 1970s had high-level connections to both the Democratic Party in Georgia and Washington (when Carter was president) and also to the Miami circles of the Republicans under Nixon.

Northside Bank of Miami was owned by Gilberto Rodriguez Orejula of the Cali drugs cartel. The Popular Bank and Trust Company, which was owned by deposed Nicaraguan dictator Anastasio Somoza until his death in 1980, was used by the State department to transmit funds to the Contras.

When Bosch helped found the terrorist umbrella network CORU in 1976, it began to receive funding from WFC , which printed and sold "bonds" to finance Bosch's terrorist work.

CORU founders, including Bosch, were implicated in the terrorist horrors of 1976 - the Cubana Airlines bombing and the assassination in Washington, D.C., of former Chilean ambassador Orlando Letelier. The deaths of Letelier and his research assistant, Ronni Moffitt, in a car bombing brought to seventy-six the number of people CORU claimed to have killed in North and South America since its founding barely four months earlier.

John Dinges and Saul Landau, in their book on the Letelier case, Assassination on Embassy Row, concluded that CORU had the "active support of the CIA" and was "allowed to operate to punish Castro for his Angola policy without directly implicating the United States."

At the time of the assassination, not-directly-implicating-the-United-States in the terrorist activities of CIA surrogates was George Bush 's job. If CIA dads in their old age tell their sons war stories, George Bush had a good one to relate to Jeb about how back in 1976 he came to save the bacon of Jeb's later-life hero Orlando Bosch and his Cuban exile pals. CIA Director Bush had to work overtime to keep the agency out of the storms when Letelier's murder on Embassy Row brought death squad politics to the nation's capital.

Make no mistake. Americans do love their royalty. Our founding fathers may have given the finger to the royals in England, but generations later the monarchy still rules. The lack of an official king and queen has only allowed the American public to anoint several unofficial royal lines instead. As much as Americans extol the virtues of hard work, most of us probably would have preferred the silver spoon route. Work is fine, but really, wasn't leaving the womb hard enough? For some lucky sperm, the birth canal is the last tight spot they'll have to find their way out of. Like the Kennedys and the Rockefellers, the Bush clan is a monument to unearned privilege and power, but they've distinguished themselves with their capacity for denial. 

Gov. Jeb Bush has said that after college, he was on his own financially and made his own way through his own hard work. So what if that "hard work" was for his father's campaign, and for corporations run by his father's friends. While working at IntrAmerica Investments, a real estate development firm owned by Bush Sr. supporter Armando Codina, Bush's salary jumped six figures in about six years. He has said his family name wasn't an advantage but spent much of his career wooing clients who wanted to get next to his family. He was cut in on investment deals, even though he didn't actually have any cash to invest, and he walked away from scandals involving attempts to defraud the U.S. government, claiming that he wasn't a fraud but a dupe. Only he knows which is true, but it's clear that if he hadn't used his family connections to do favors for his wealthy comrades, some of the scandals wouldn't have happened. When developer Hiram Martinez Jr. requested $18-million in federal loan insurance for an apartment development in 1985, the U.S. Department of Housing and Urban Development questioned its land value and delayed the request. Rather than allow HUD to do its job, Bush wrote a letter to the U.S. agency's undersecretary on Martinez's behalf. The loan was approved, the land values were inflated and Martinez got six years in prison on fraud charges. Bush has amnesia about the letter. Later he made a call to the U.S. Department of Health and Human Services to help another associate looking to get out of following some pesky federal rules.

Bush denies that he received special treatment in both of those incidents, but any citizen who's dealt with either agency knows that's not true. It's pretty damn special to have a top manager take your call, instead of getting a clerk who transfers your call or tells you to fill out forms.

It's his denial that makes Bush an ineffective governor. It's not possible to see why minorities would need affirmative action when you refuse to see that alumni and legacy admissions are a form of affirmative action too. It's easy to focus on punishment rather than rehabilitation when you've never had to be accountable for your own questionable dealings. Recognizing every citizen's right to vote is harder when you really believe that the only rights that count are yours.

Department of State thinks was used to finance Al-Qaeda.

The CEO of Xenel is Abdullah Alireza. Alireza sits on the nine-member board of supervisors of an Islamic bank called Dar Al-Maal Al-Islami Trust. A subsidiary, Faisal Bank Sudan is among the co-founders of a third bank, Al Shamal Islamic Bank, according to published reports. State Department records showed Al Shamal Islamic Bank has been used to finance global terror.

The accused spymaster, Gerardo Hernández, is a captain with Cuban military intelligence. Three of the ring members are still at large; two were double agents, providing information both to the FBI and to Cuba. Only Hernández has been charged with conspiracy to murder the four Brothers to the Rescue pilots — the rest are accused of acting as unregistered agents of a foreign government and other lesser espionage-related charges, such as infiltrating exile organizations and attempting to obtain information on U.S. military operations in Miami.

Government officials said the spy ring did no damage to U.S. security. Although some had managed to work in U.S. military bases in Florida, they did not break into classified information or sensitive areas.

As a side note to La Red Avispa, authorities discovered that the group had no money. Spymaster Viramontes, for instance, never paid his rent on time, and others had to work two jobs to make ends meet.


Cuban Exiles’ Alleged Anti-Castro Plots and U.S. Counterterrorism

The discovery of La Red Avispa came as the FBI was beginning an investigation in Puerto Rico of several anti-Castro plots, allegedly planned by U.S. Cuban exiles. That investigation was launched after a federal grand jury indicted seven Cuban exiles in another plot to kill Fidel Castro, in Venezuela in 1997. All the cases are connected to Luis Posada Carriles, according to reports in the Miami Herald. Posada, a CIA-trained explosives expert has lived in semi-hiding in El Salvador, ever since his 1985 escape from a Venezuelan jail while awaiting trial in the bombing of a Cuban airliner that killed 73 people. He was the mastermind behind three years of bombing attempts in which he used Salvadoran and Guatemalan agents to smuggle bombs into Havana.

The end of the Cold War emboldened the Cuban-American community, and by 1991 many Cuban exiles dreamed that the end to Castro’s rule was near. A series of anti-Communist plots began brewing in Miami. Cuban-Americans joined para-military groups in Miami that promoted the overthrow of Castro. The overweight members of Alpha 66, the remnants of Bay of Pigs veterans, along with newly-recruited Cubans, held military games in Homestead, Florida — with plastic guns, to avoid problems with local authorities.

Victor Bout is the poster boy for a new generation of post Cold War international arms dealers who play a critical role in areas where the weapons trade has been embargoed by the United Nations.

Now, as FRONTLINE/World reports in "Gunrunners," unprecedented U.N. investigations have begun to unravel the mystery of these broken embargoes, many of them imposed on African countries involved in bloody civil wars. At the heart of this unfolding detective story is the identification of a group of East European arms merchants, with Victor Bout the first of them to be publicly and prominently identified. The U.N. investigative team pursued leads that a Mr. Bout was pouring small arms and ammunition into Angola, Rwanda, Sierra Leone and the Congo, making possible massacres on a scale that stunned the world.



Despite being pursued for years by a flinty group of private and government arms investigators, a positive visual ID of this United Arab Emirates-based arms merchant only became available when two Belgian journalists ran into him at an airstrip in remote rebel-held Congo. And it was only recently that his name became familiar in the United States, following press reports of his role in arming the Taliban regime in Afghanistan five years ago. If not for this link to Afghanistan, it is probable that Bout would still be a low-profile character in the clandestine world of illicit arms trading.

Arms Dealer Wanted in Africa, Needed in Iraq
Coalition forces find new uses in Iraq for an arms dealer they had branded a villain in Africa.

PARIS - Arms dealer Viktor Bout was the merchant of death wanted for feeding conflicts in Africa - until Iraq happened.

Today the United States and Britain are using his extensive mercenary services in Iraq. The condemnation of his role in the diamond wars and other conflicts in sub-Saharan Africa over the past ten years is being silently erased.

The Tajikstan-born Bout would be an embarrassing ally to acknowledge publicly. But the coalition partners are showing him exceptional favors as he does some of their job for them.

The UN Security Council drafted a resolution in March to freeze the assets of mercenaries and weapons dealers who backed ousted Liberian dictator Charles Taylor. Bout should top that list, French diplomatic sources say. But the diplomats and UN sources say the United States has been working to keep Bout off that list.

U.S. officials have indicated unofficially that the reason is that Bout is useful in Iraq, the sources told IPS.

The tanks were believed to have been transported by one of Bout's air freight companies in a deal conducted through Pakistan's secret service. The deal was uncovered by the Russian foreign intelligence service SVR in Kabul, Der Spiegel reported.

New United Nations sanctions against Afghanistan take effect, adding to those from 1999 (see November 14, 1999). The sanctions limit travel by senior Taliban authorities, freeze bin Laden's and the Taliban's assets, and order the closure of Ariana Airlines offices abroad. The sanctions also impose an arms embargo against the Taliban, but not against Northern Alliance forces battling the Taliban. But this doesn't stop the illegal trade network the Taliban is secretly running through Ariana (see Mid-1996-October 2001). Two companies, Air Cess and Flying Dolphin, take over most of Ariana's traffic. Air Cess is owned by the Russian arms dealer Victor Bout, and Flying Dolphin is owned by the UAE's former ambassador to the US, who is also an associate of Bout (see October 1996). In late 2000, despite UN reports linking Flying Dolphin to arms smuggling, the United Nations gives Flying Dolphin permission to take over Ariana's closed routes, which it does until the new sanctions take effect. Bout's operations are still functioning and he has not been arrested. Ariana is essentially destroyed in the October 2001 US bombing of Afghanistan.

LOOSE NUKES AND AL-QAEDA

In an article in the January-February issue of Foreign Affairs, Graham Allison, director of the Belfer Centre for Science and International Affairs at Harvard University's Kennedy School of Government, pointed out that nearly each month someone is "apprehended trying to smuggle or steal nuclear materials or weapons." The last incident, in February, involved a former Soviet intelligence officer attempting to smuggle plutonium-239, cesium-137 and uranium across the Ukrainian-Hungarian border. The current U.S. Ambassador to Japan warned "there could be 40,000 nuclear weapons, or maybe 80,000 in the former Soviet Union, poorly controlled and poorly stored…" Half of the Soviet arsenal, Allison argues, "remains inadequately secured."

Potential "loose nukes" suppliers include Russia, Ukraine, Belarus (led by Europe's last dictator, Alyaksandr Lukashenka) and the Transdniester enclave of Moldova. Of these potential sources, Belarus and Transdniester are aligned with Russia and are propped up financially by Moscow.

UKRAINE'S MILITARY LINKS TO PAKISTAN AND THE TALIBAN

From 1996 to 2000, Pakistan spent US$800 million on Ukrainian arms and military equipment, making it one of the largest purchasers of Ukrainian armaments. The bulk of this expenditure went to the purchase of 300 T-80YD tanks. In June 2002, a Pakistani delegation visited Ukraine, seeking to modernize its T-69 and T-72 tanks as well as its U.S. F16 and Russian SU-27 aircraft. A US$100 million deal was signed for Ukraine to deliver 285 engines for tanks. Close military links between Ukraine and Pakistan have inevitably raised the question of whether there were also Ukrainian military links with the Taliban regime in Afghanistan, which was backed by Saudi funds and Pakistani personnel and political support.

In January of 2002 reports surfaced in a number of Western media, including Der Spiegel, that Ukrainian T-55 tanks had ended up in Afghanistan via Pakistan. Der Spiegel pointed to Leonid and Andrei Derkach as being behind the military shipments to Afghanistan. Leonid Derkach headed the Security Service of Ukraine (SBU) from 1997-2002, during which time the SBU was heavily involved in such illegal arms transactions. His son, Andrei, is implicated in many other arms scandals that involve such notorious gunrunners as Leonid Minin.

Poppy Bush. He was Fulgencio Batista's lieutenant and after Batista was ousted he went to work for the CIA and is responsible for the murder of Che' in Bolivia. Che was captured then murdered.

Rodriguez was an associate of Carlos Marcello and Santo Trafficante, both Cuban Mafia bigwig drug traffickers, gambling casino owners with a bitter enmity towards Castro for shutting down their operations in Cuba. The House Assasinations Committee in the 70's cited Marcello and Trafficante as primary suspects in a conspiracy to kill JFK. RFK had Marcello deported sometime before the JFK assasination. DANIEL SHEEHAN: Well, good afternoon. It's a real pleasure. After the years of fighting in the trenches against the contra supporters here in the United States, it's finally time for the American people to find out who those supporters are, what they've been doing, and what it is that's going to result in their going to federal prison. Now, everyone here has heard about the scandal, the downing of Eugene Hasenfus and the C-123 cargo plane he was piloting on Oct. 5 <1986>, and later in November the startling revelations by Attorney General Edwin Meese about the secret sales of arms, spare parts for the F-14's, and the TOW missiles to Iran, and the diversion of some of the profits from those sales to the contras in Central America.

We also know that, as a result of these scandals, the legislative branch of our government has established two select committees, one in the U.S. Senate and one in the House of Representatives, to investigate the need for additional legislation and supervisory structures over the executive branch of our government. We also know that within the executive department there has been appointed a special prosecutor, Mr. Walsh, to investigate potential criminal wrongdoing of those involved in this affair.

What is less known is that there is an investigation and prosecution going on in the judicial branch of our government since May of 1986. There has been on file a federal racketeering charge in the federal court of Miami. This is the case that you may have read about Friday morning , where the U.S. District Court of Miami has thrown out all of the motions of the defendants to dismiss that case. As a consequence, we are authorized to proceed with federal subpoena power to investigate the criminal racketeering activity of these people.

Now, the questions that are floating around in our nation today have been highlighted in a Senate Intelligence Committee Preliminary Report, which was released on Thursday. This report left over one dozen major questions. Some of these are: Did President Reagan know of the diversion of funds to the contras arising from the sale of arms to Iran? Did President Reagan approve of the activities of Lt. Col. Oliver North: dealing with the Iranians, and dealing with the diversion of funds from the Iranian gun sale to the contras?

Who, indeed, are these shadowy arms merchants that we are beginning to hear about: Ghorbanifar, Hakim, Khashoggi? Who are these people? What role did the government play in the transfer of these arms to the Iranians? Investigating BCCI and Savings and Loan Fraud

The BCCI scandal and the savings and loan crisis are complicated by near-incomprehensible numbers, multitudes of players, and the heightened secrecy that often protects negligent and criminal behavior. Allan Dodds Frank, a business investigative reporter and producer at ABC News, observed that "(these) people are spending lifetimes constructing complex crimes....(I)f it were so easy, they wouldn't have made them so complicated."

In spite of the magnitude of numbers, names, and places, the BCCI affair and the savings and loan crisis can be reduced to a few basic themes. Reporters who discussed the coverage of these stories at The Annenberg Washington Program provided brief overviews of the scandals and tried to distill the issues for conference participants in much the same way they would for viewers or readers.

Although the scandal surrounding the Bank of Credit and Commerce International (BCCI) is perhaps the biggest banking scandal in history, it received limited media coverage. BCCI was a Pakistani-managed, Middle East-financed international bank with branches in 70 countries. Peter Truell, a reporter for The Wall Street Journal who has written some of the most significant stories on BCCI, described the essence of the scandal:

BCCI worked make these branch offices high-profile from the beginning. In Miami, for example, the bank deliberately sought out well-known public officials and invited them to visit the bank. Both past and present Florida governors accepted the invitation, as did a U.S. Senator, and the then-son of the Vice President of the United States, Jeb Bush, who was at the time Florida's Secretary of State. Miami branch chief Abdur Sakhia said although BCCI had only been in south Florida a short time before its opening, it was already growing rapidly and becoming profitable, and political figures were glad to help the bank celebrate its growth.

We started in April 1982, but our formal opening in August 1982. Governor Graham came to that opening. Jeb Bush came to that opening too, along with Atlanta Mayor Andrew Young. Oil ministers from Venezuela, Abu Dhabi, the minister of economy and finance from Jamaica, Barbados, officials from Central Banks from all over the region. We had eight to ten ministers and central bank governors and leading businessmen from Venezuela and Peru and Trinidad, everywhere. It was a very successful opening. . .I have a videotape of portions of those in which Graham is being introduced to all BCCI people. Jeb Bush is also in those videotapes. Dante Fascell came to my house. We had met socially a couple of times. Reuben Askew came to the bank several times and had been to my house. CenTrust: BCCI Schemes With A Dirty S&L

Throughout the 1980's, BCCI had wanted to establish a foot-hold in Florida through owning a bank in that state with the ability to take deposits from Americans, a power precluded BCCI's branch operation there under federal bank laws applying to foreign banks, which are outside the U.S. federal deposit insurance system. Internal memoranda at BCCI begin referring to a variety of possible acquisitions of banks in South Florida, and a number of different BCCI officials, including Abdur Sakhia, who testified before the Subcommittee, began investigating possible target banks in Florida for BCCI's acquisition. A memorandum from Sakhia to Abedi in early 1986, entitled, "Future Plans in the United States," describes BCCI's intentions:

Because then it starts touching some people in high places.

JH: Can you explain more about what money you are talking about?

SE: The most significant information that we were receiving did not come from counter-terrorism investigations, and I want to emphasize this. It came from counter-intelligence, and certain criminal investigations, and issues that have to do with money laundering operations.

You get to a point where it gets very complex, where you have money laundering activities, drug related activities, and terrorist support activities converging at certain points and becoming one. In certain points - and they (the intelligence community) are separating those portions from just the terrorist activities. And, as I said, they are citing "foreign relations" which is not the case, because we are not talking about only governmental levels. And I keep underlining semi-legit organizations and following the money. When you do that the picture gets grim. It gets really ugly.

JH: Let me read you a short quote from Dr. Griffin's book, quoting from War and Globalization: The Truth Behind September 11 by Michel Chossudovsky and ask you to comment on it. "...The transfer of money to Atta <$325,000>, in conjunction with the presence of the ISI chief in Washington during the week, is the missing link behind 9/11....The evidence confirms that al-Qaeda is supported by Pakistan's ISI (and it is amply documented that) the ISI owes its existence to the CIA."

SE: I cannot comment on that. But I can tell that once, and if, and when this issue gets to be, under real terms, investigated, you will be seeing certain people that we know from this country standing trial; and they will be prosecuted criminally.

The crucial question here is that, if I could learn about this meeting, how did the CIA miss it? In fact, since the first edition of this book, other sources have disclosed that the meeting was monitored by French intelligence. A federal grand jury and a Senate subcommittee are investigating the relationship between a prominent Washington bank and a tiny, oil-rich West African state.

Investigators are scrutinizing hundreds of millions of dollars in accounts held at Riggs Bank by the government of Equatorial Guinea and its ruler, Brig. Gen. Teodoro Obiang Nguema Mbasogo. Sources familiar with the probes said investigators were trying to determine whether any deposits into Obiang's personal accounts were the fruits of corruption and whether funds from a state account were diverted to the president or his family members.

The Times first reported on Riggs' relationship with Equatorial Guinea last year, which prompted the bank to conduct an internal investigation. Riggs subsequently dismissed Simon Kareri, a senior executive overseeing the Equatorial Guinea accounts.

In February, Riggs ordered Equatorial Guinea's government to withdraw all of its assets from the bank. U.S. government and banking sources said Equatorial Guinea has had difficulty finding another U.S. bank to take its money, and most, if not all, of its deposits are still held at Riggs.

"Riggs' security procedures detected questionable activities on the part of Simon Kareri," said Mark Hendrix, a bank spokesman. "Riggs turned the matter over to U.S. criminal authorities. Riggs is cooperating with authorities and, in light of the investigations, views it as inappropriate to comment further on these matters."

Lawyers acting for creditors of collapsed bank BCCI began their opening statements at the High Court on Tuesday in a case against the Bank of England.

BBC News Online had this summary of what was said in court.

The main lawyer for the complainants, Gordon Pollock QC, referred to the Bank of England as a once revered institution - he emphasized the word once.

He said he intended to show that Bank of England officials had been spineless, weak and selfish.

But he emphasized repeatedly that he did not argue that they were corrupt - although if any official had wanted to be bribed - BCCI's founder, the late Aga Hasan Aabedi was, as he put it, "your man".

Mr. Abedi could get you girls, boys, seats at the opera, or money in suitcases if you wanted, Mr. Pollock said.

Officially, the Saudi connection is still under investigation in the UK, I believe. UK Operation Ore is part of the US Operation Landslide, where cumulative data going back 20 years is being collated to trace pre-internet era child abuse rings linked to BCCI funds. The lynchpin in covering up BFEE involvement in the UK is Blair's bagman 'Lord' Michael Levy. He and an Australian mall builder called Lowy are linked to Brazil's President Lulua da Silva via slush fund payments in the late 1980s to mid 1990s to cover up vice rings operating in the Arabian Gulf.

Thatcher's Minister for Defence Procurement Jonathan Aitken did a plea bargain when they busted him for receiving 'royalty payments' from Abedi for procuring 6 to 10 year olds for the House of Saud. Aitken did a minimum sentence for perjury and is holding out for a whitewash of his plea bargain deal, which lists credit card payments to offshore accounts held by BFEE members.Haven't got an online link but Lowy can be checked out. The UK Sunday Times did a story about 18 months ago about Blair's personal 'blind trust' - the Manchester Trust - which links him to Lowy who doshed up Levy in the UK in 'consultancy fees'. (Levy was being investigated by the UK taxman for failing to file returns and listing only 'consultancies'.

Lowy was one of a construction group who held leasehold agreements about franchising the redevelopment of the WTC shopping malls pre 9-11). Lulua da Silva has a paedophile record in the UK under various aliases and Operation Ore has the plea bargain affidavit he swore in the UK when busted for involvement of slush fund payments from Colombia and Paraguay via the BCCI branch that was busted when the BCCI manager was shot in th street. This implicated Shaikh Zayed, President of the UAE and head of govt of Abu Dhabi, who personally lost in excess of $25 billion when BCCI was closed down by Bob Morgenthau.

There are numerous other threads in this. The Al Qaeda suspect Khaled bin Fawwaz has a sister in the UK. She is personally known to me as one of the lynchpins in UK centred BCCI slush fund transfers. She has a brother in law, first name 'Ronny', who became BCCI Colombia manager after the murder of the previous manager. He later transferred to Bangladesh before the Morgenthau NYC bust of BCCI, and was investigated for fund flows of Malaysian/Thai prostitution rings. When they caught him they also busted the late Michael Hutchence - Aussie band man of InXs fame, who allegedly topped himself a few years ago, just before his UK girlfriend Paula Yates (Bob Geldof's ex) died of a mysterious heroin overdose, subsequently thought to be a pure heroin hit...Hutchence also did a plea bargain over his paedophile activities and was fined in excess of $30 million. Geldof is named as a child sesx offender 30 years ago. The Hutchence family wrangle over probate funds has failed to uncover any of his ammassed rock music earnings and has blocked all coverage of the plea bargain he did with Aussie/Thai/Malaysian cops and the 'victim restitution payments' he made as part of his plea bargain.

Back to bin Fawwaz: This UK based sister is also involved with various members of the North London family called Abraham*** who testified to IRA bombings that were covered up by Thatcher to protect BFEE involvement in UK slush funds. Her personal connections extend to the late Dr David Kelly - the Iraq WMD inspector who allegedly topped himself last summer. In `1994 the UK special branch (anti-terrorist cops) applied a D Notice - that is, a Ministry of Defence gagging order - about a story corroborated by several witnesses that said Dr David Kelly and bin Fawwaz's sister met in a North London IRA safe house near the Bahai temple that Kelly allegedly worshipped at in Compayne Gardens, London NW6. This woman lives with an eminent 'professor of Islamic history/culture' who is a big number at London University and a Blair adviser on Muslim relations. He lives and works under a pseudonym because he and the late Dr David Kelly were both busted in the 1960s in the UK for child sex offences, and served time in UK prisons under various assumed names. They have a son who was busted several years ago for rape of a minor - a 12 year old I think.

Also linked to these two is the UK's ambassador to Saudi Arabia - Sherard Cowper Coles - whose criminal record in the UK has also been officially expunged (by Thatcher and Major and then upheld by Blair) in return for a plea bargain that confirmed Jonathan Aitken as being Agha Hassan Abedi's No 1 bagman and slush fund controller for child prostitution rings in the far east. Cowper Coles was previously UK Ambassador in Tel Aviv and arranged for Lord Levy to have access to sensitive intelligence amassing databanks from Jordan, Israel and Pakistan that contributed to the WMD information which was used as a pretext for the Iraq war by Blair. Before that, he was PPS to UK Foreign Secretary Robin Cook. I have personally known then for nearly 30 years. Cowper-Coles wife, Bridget (nee Elliot, a niece of the late movie actor Denholm Elliot: remember the butler Coleman in 'Trading Places'?) gave an alibi to the UK journalist who calls himself Peter Truell and is credited as writing informative accounts about BCCI - much quoted on DU postings about BCCI.

Truell is an alias. He is wanted for serious sex offences in the UK against minors, murder of a police officer and illicit slush fund payments facilitations for Prince Charles. Also an IRA-style bombing in London's Kings Cross in the later 1970s. Truell's plea bargain affidavits about Jonathan Aitken and the Thatcher BFEE connection state that the original 'Prince William' and 'Prince Harry' were murdered in 1985 by Prince Charles and lookalike substitutes inserted. 'Truell' is a known rent boy of Prince Charles - as the central London venereal diseases unit attached to Charing X hospital attested to when Aitken was initially busted. 'Brigett Cowper Coles nee Elliot' served time in the UK's Fordham women's prison in the late 1970s for money laundering, theft, perjury and conspiracy to pervert.

The Previous UK ambassador to Saudi - Derek Plumbly - also has a paedophile record in the UK which was covered up by Thatcher when she became PM in 1979. He had financial dealings also with the Sultan of Oman which proved that Far East child sex rings regularly serviced the Omani royalty and were paid for via BCCI transferrs out of Dubai. These in turn are linked to similar child prostitution scandals involving the Rule of Sharjah - one of the UAE emirates - Shaikh Sultan Bin Mohammed al Qasimi. The list goes on and on and on.

I don't expect any of this will emerge in public before a major UK/US paedophile scandal breaks in the UK. The BCCI class action in London is pacing itself by confining remarks to opening of the historical background of BCCI. Here is a quote from London's Evening Standard, Tuesday 10 February:

The Bank of England told the Malaysian Central Bank to treat disgraced BCCI "like the devil", the High Court heard today. BCCI had applied for a licence to open in Malaysia in 1985 and the Malaysians asked for the Bank's official view. A Bank official warned about a lack of transparency in BCCI's operations and inadequate supervision, Gordon Pollock QC for Deloitte & Touche told the court.

They themselves were part of an unsuccessful bid in the late 1980s and early 1990s to steal the ownership documents of a large tract of commercial land - just around the corner from the Bahai Temple in Compayne Gardens, London NW6 that Dr David Kelly used as his IRA contact base - that is about to be redeveloped for new railway links/shopping malls/hotel and leisure complexes. Upshot was that Abrahams' unresolved felonies were pased over and the plea bargains stuck. A couple of weeks ago, the head of the London Borough of Camden's social services - a woman called Penny Held - and the Labour Party Executive member chairning the social services committe in Camden - Penny Abraham - both suddenly left their posts "by mutual arrangement". Held is a known acolotye of ex-Tory party leader Ian Duncan Smith who was ousted before Xmas last year and replaced by Michael Howard. The breaking story that is allegedly imminent says that Camden Council deliberately withheld evidence 3 years ago about paedophile activities in their care homes for orphaned/at risk children in the 1980s. The case went to court and was thrwon out by the judge because both the Crown Prosecution Service and Camden Council 'counldn't find the documents'....

This link known sex offenders who were also IRA mercenaries who worked as care staff in these Camden Council homes. Some of these link to a ring that Dr David Kelly was financially involved with, along with Cowper Coles and Plumbly. It puts Ian Duncan Smith in a bad position because it shows his personal military record to be a sham and names him as the NO 1 UK mercenary working for Opus Dei to hide their involvement in UK and US sex rings.

The plan was drawn up and published by a conservative think tank known as "The Project for the New American Century." It was published in September 2000, before Bush was elected president.

According to another report, this one in The Moscow Times, an outline of the plan was drawn up much earlier, in 1992, when George H.W. Bush was president and anticipating re-election.

The team that drew up the first version was headed by Dick Cheney, then secretary of defense and flushed with success over the Gulf War. Others involved included Donald Rumsfeld, Paul Wolfowitz, Zalmay Khalilzad ("special envoy" to Afghanistan), John Ellis ("Jeb") Bush, and I. Lewis ("Scooter") Libby (Cheney's current chief of staff).

What I'm calling the plan to take over the world was titled "Rebuilding America's Defenses -- Strategy, Forces and Resources For a New Century."

The think tank that wrote it is headed by William Kristol, often seen on television as a conservative commentator. According to a Sept. 17 editorial in The Charleston Gazette, Kristol was paid $100,000 a year by Enron, the troubled energy broker.
