I would want to have their performance in college to be a high priority, especially if that person can't show a long record of success and intelligent actions to offset a youthful aversion study. Since Bush is the ultimate "suck-up" with family connections and still got poor grades pretty much says he simply wasn't up to the task. The fact is, most of our presidents have been excellent students, often the top of their class.
Bush seems like such a slow learner that I even question his SAT scores. At the time he entered Yale most ivy league schools required a minimum of 1200 on the SAT to even be considered for admission. The fact that he scored just over that seems somewhat suspicious to me. I scored in the low 1200's (took the test only a couple of years after Bush) and I would hate to think that our academic qualifications were roughly equal. Even with coaching and the benefits of one of the nation's best prep schools, he cannot mask his lack of verbal skills and I can't believe he would be capable scoring much higher than 400 on the verbal portion of the exam which would mean he would have to have scored a perfect 800 on the math portion (also highly unlikely) to break 1200.
When I took the test and when Bush supposedly took his test, there were no photo ID's. The public schools didn't even issue ID's. Even driver's licenses only gave a printed age, height, hair and eye color. It would have been very easy to have someone else take your examine for you since a photo ID was not required. His SAT score is the only thing from his entire academic record that indicates he was above average in his abilities. My feeling is he probably bought the score from one of his Andover classmates willing to take the test again using Bush's ID.
