Divider -- another damning Susskind memo...
from the DNC's blog:

Divider
They had a chance for bipartisanship, to unite and not divide. The tragedy of September 11 brought the nation together until President Bush used it to tear us apart.
Just six days after the attacks, Mark Weinberger, the Bush administration's Assistant Treasury Secretary for Tax Policy, wrote a memo <http://thepriceofloyalty.ronsuskind.com/thebushfiles/archives/000084.html> expressing his concern that the administration was squandering the new spirit of bipartisanship to jam through an ideological tax package. In the memo, titled, "Economic Stimulus — Process May Trump Substance," — Weinberger wrote:

"I am concerned that in an attempt to provide what the Administration believes to be the 'best' economic stimulus package to accelerate our economic recovery that we risk causing more national harm than good.

"Should the Administration propose a comprehensive expansive tax cut proposal, without bipartisan input and support, I believe we risk opening up partisan wounds and fighting in a time when that risk, perhaps above all, could be most devastating to our national healing.

"I believe that any large tax cut proposal that is not a product of consultation with Democratic leadership will begin to unravel the fragile trust and bipartisanship we are currently experiencing."
