Resources needed to catch Bin Laden coming back to Afgahistan

A security wonk of sort on CNN w/Wolfie from Pakistan was just sayin in response to being asked if we were getting closer to getting bin laden and his response was with the radar, planes and other resources coming back to Afgahistan from Iraq used to get Saddam we are getting closer and it making it easier. Not the exact words but blatantly saying that going to Iraq impeded the search for bin laden. What isn't that what Clark called the "bait and switch"
