Some dictionary meanings are:

1) the lowest or most vulgar level or condition of human life
2) marked by extreme vulgarity, cheapness, or indecency

They are trying to turn the issue away from one of
a question: "did bush serve honorably?"

To a statement of: "those that ask the question are indecent"
