It is Powell's apparent attempt to have it both ways — to appear to know better than the likes of Bush, Vice-President Dick Cheney and Defence Secretary Don Rumsfeld, while ultimately playing the good soldier — that has drawn fire from all sides.

Powell warned of destabilizing friendly governments in Saudi Arabia, Egypt and Jordan, diverting attention from the war on terrorism, sucking the oxygen out of everything else and having war define Bush presidency.

He moved back into the parade route the next day, after Bush's national security adviser, Condoleezza Rice, delivered a scolding on behalf of the president.

"Powell did not particularly enjoy being dressed down by someone 17 years younger, who held the job he had had 15 years earlier," Woodward writes.
