A world-changing election
Foreign-policy differences between Bush and Kerry appear to be stark
Sunday, April 18, 2004

When voters cast ballots for president in November, it appears they will face a striking, historic choice on the issue of foreign policy.

John Kerry could be described as a conventional multilateralist and George Bush as a militant unilateralist.

Kerrys emphasis on building international consensus and coalitions, primarily by working with the United Nations, is the traditional U.S. approach. In this sense, his is the conservative position, eschewing radical departures from long-standing practice.

Bushs foreign policy is the historic departure, claiming for the United States the right to pre-emptively move against perceived threats.
