4. It's Not the |Filibuster that's Unprecedented

It's the Nuclear Opption--subverting the rules of the Senate in a conspiracy between Frist and Cheney. And as for Reid, the jury is still out. He should have prevented the compromise, but all choices are risky in this game of chicken.
