Bush to Visit Canada on Nov. 30
TORONTO Nov 16, 2004 — President Bush will make his first official visit to Canada on Nov. 30, meeting Prime Minister Paul Martin for talks that will range from terrorism and security along the world longest undefended border to trade problems, officials said Tuesday.

Canadian Prime Minister Paul Martin said he hopes to deal with commercial issues stemming from mad cow disease and the softwood lumber imports.

White House press secretary Scott McClellan said the visit would focus on "ways to build on our excellent cooperation" on terrorism, democracy and economic growth.

Relations with Canada have been strained for some time, exacerbated by the Iraq war. Bush canceled a trip to Canada in May 2003 because of the Iraq war. News of the cancellation came about two weeks after then-Canadian Prime Minister Jean Chretien canceled a trip to Washington following criticism from the U.S. ambassador to Canada.

Well, this state visit should be interesting. As we all know, our former P.M., Jean Chretien would have sooner had bamboo rods stuck up his nails as keep company with your Commander and thief and vice versa. I think for the sake of conciliation on Canada's part, Paul Martin is going to have to bite the diplomatic bullet and extend a big olive branch to Bush, just to keep policy on an even keel. I really hope that he doesn't concede so much, that it jeapordizes our legitimacy and independence on issues. I worry about Arctic sovereignty and the potential pillaging of resources up there. Also the ballistic missile program. How far is Martin willing to cooperate on that matter. Anyway, I think that the 10 people who will line up to see him in Ottawa will be paid, uh.. I mean enriched by the experience of seeing a famous dictator up close. Keep you posted and take care.

Bush, President of the USA legally could not cross the border into Canada due to his DUI conviction until he was granted a special dispensation from the Canadian Government which allowed him to visit. Fortunately, the Candian Governement processed the documentation allowing Mr. Bush unlimited access to Canada until 2005.

I was there in October and had to deal with Bush questions from the time I got off the plane to the time I got back on.

The letters to the editor were positively flaming against Bush, and the view that all Americans are stupid were well represented.

I told everyone that most of us hated him, too, and he'd never win the election.

When U.S. President George W. Bush arrives in Ottawa — probably later this year — should he be welcomed? Or should he be charged with war crimes?

It's an interesting question. On the face of it, Bush seems a perfect candidate for prosecution under Canada's Crimes against Humanity and War Crimes Act.

This act was passed in 2000 to bring Canada's ineffectual laws in line with the rules of the new International Criminal Court. While never tested, it lays out sweeping categories under which a foreign leader like Bush could face arrest.

In particular, it holds that anyone who commits a war crime, even outside Canada, may be prosecuted by our courts. What is a war crime? According to the statute, it is any conduct defined as such by "customary international law" or by conventions that Canada has adopted.
