NEWSWEEK PERISCOPE: Accountability: The CIA's Secret

When an account of the suppressed report surfaced on the Los Angeles Times op-ed page last week, NEWSWEEK has learned, Goss's top aide ordered the agency's Office of Security to conduct a leak investigation. "Everybody feels it will be better off if this hits the fan after the election," said one agency official. The 9/11 Commission was refused access to the report, Philip Zelikow, the commission's executive director, told NEWSWEEK. But the panel's staff was allowed to review the inspector general's investigative files. The inspector general's report -- which, sources say, is more pointed than the 9/11 panel's report -- is not the only critical intelligence report that won't be seen by the public until after Election Day. Two Senate intelligence committee investigations -- into whether the White House misused prewar intelligence about Iraq and whether a special Pentagon unit manipulated intel about Iraq-Al Qaeda links -- won't be finished until the end of the year at the earliest, say committee sources.

to have these reports delayed. But we all knew that this would happen once Goss was made the head of the agency. Is Carl Levin on this?

4. Where are the major stories, print and TV: WH Withholding Report...
from Public until After Election? Why is it not on the front page -- not the report, but the story that the report is being kept from us, deliberately? Where is Wolf's story, at the top of his show? Where is this story at the top of every hour? Where are the editorials? Where is our press?

23. I'll bet that "agency official" is appointed by this current admin.
That's why B*shCo will be "better off" for this to hit the fan later. When he can pardon everyone without it impacting his bid for re-selection. :eyes:

My question is, if Junior pardons everyone in his admin., who is left to pardon him? He'll be the one who pays. I think he should do his prison time in Iraq, considering all of his crimes against that country.

which they are doing a good job of chaosing the elections... why do you think they would want to want until after the elections?

Will there be methods available to them then where they can control the unhappy crowds demanding their heads?

:shrug:

IMO, there is something else not apparent as to why they do not want this known until after the election.

Remember the Senate Intelligence Committee report on CIA Iraq Intelligence failures that did not address the the deliberate ignoring (can you say "OSP"?) of certain critical intelligence by the Bu$h administration?

The 2nd phase of the review was held off so that the results would come out after the election, because it will prove that the Bu$h administration consists of a bunch of corrupt sewer rats who went to war based on their own lies.

A great deal of very important information is deliberately being withheld from the American people until after the election, and this information would paint Bu$h and members of his administration as complete traitors to our country. The divulging of this information prior to the election would cause Bu$h and republicans in Congress to be swept from office in a landslide.

Porter Goss, and other partisan republicans in the Intelligence community, are the plants of an administration committed to establishing a one party state, and are holding back this information, because they understand that if Bu$h retains power, none of this information will ever have to be presented to the American public. The secretive, Nazi-like one party police state of the neocon republicans will have us in their diseased totalitarian grip, and there will never again be any genuine public accountability by a US government.

That would be the end of democracy in the US, and this is what Bu$h, the neocon-republicans, and all the lackeys (like Porter Goss), that have been planted in our Intelligence community, are very actively working toward.

11. How about this report from 1993?
I sent this note to people who research such things when I found several accounts of the WTC bombing in 1993. I wanted to know if the accounts were authentic because one of many questions I've always had was, "how the hell could the "intelligence" services have ignored any information at the time of 9/11 that came in about buildings that had been attacked before by people called "muslim extremists".

So here is one answer, ostensibly from the NY Times (not a ringing endorsement for its authenticity, I know, but...)

"Tapes Depict Proposal to Thwart Bomb Used in Trade Center Blast"

By Ralph Blumenthal


Law-enforcement officials were told that terrorists were building
a bomb that was eventually used to blow up the World Trade Center,
and they planned to thwart the plotters by secretly substituting
harmless powder for the explosives, an informer said after
the blast.

The informer was to have helped the plotters build the bomb
and supply the fake powder, but the plan was called off by
an F.B.I. supervisor who had other ideas about how the informer,
Emad Salem, should be used, the informer said.

The account, which is given in the transcript of hundreds of
hours of tape recordings that Mr. Salem secretly made of his
talks with law-enforcement agents, portrays the authorities as
being in a far better position than previously known to foil
the February 26th bombing of New York City's tallest towers.

The explosion left six people dead, more than a thousand people
injured, and damages in excess of half-a-billion dollars.
Four men are now on trial in Manhattan Federal Court
in that attack.

Mr. Salem, a 43-year-old former Egyptian Army officer, was used
by the Government to penetrate a circle
of Muslim extremists who are now charged in two bombing cases:
the World Trade Center attack, and a foiled plot to destroy
the United Nations, the Hudson River tunnels, and other
New York City landmarks. He is the crucial witness in the
second bombing case, but his work for the Government was
erratic, and for months before the World Trade Center blast,
he was feuding with th F.B.I.

Supervisor `Messed It Up'

After the bombing, he resumed his undercover work. In an
undated transcript of a conversation from that period,
Mr. Salem recounts a talk he had had earlier with an agent
about an unnamed F.B.I. supervisor who, he said,
"came and messed it up."

"He requested to meet me in the hotel,"

Mr. Salem says of the supervisor.

"He requested to make me to testify, and if he didn't
push for that, we'll be going building the bomb with
a phony powder, and grabbing the people who was
involved in it. But since you, we didn't do that."

The transcript quotes Mr. Salem as saying that he wanted to
complain to F.B.I. Headquarters in Washington about the
Bureau's failure to stop the bombing, but was dissuaded by
an agent identified as John Anticev.

Mr. Salem said Mr. Anticev had told him,

"He said, I don't think that the New York people would
like the things out of the New York Office to go to
Washington, D.C."

Another agent, identified as Nancy Floyd, does not dispute
Mr. Salem's account, but rather, appears to agree with it,
saying of the `New York people':

"Well, of course not, because they don't want to
get their butts chewed."

Washington, DC, Oct. 21 (UPI) -- The U.S. House Democratic leader Thursday called on the CIA to release its internal report naming those accountable for the Sept. 11 intelligence failures.


Rep. Nancy Pelosi lent her voice to others in the House calling on the CIA to release an inspector general report on those who should be held accountable for the mistakes that allowed the Sept. 11 terror attacks to be carried out without any warning.

Pelosi served on a joint congressional committee that examined the Sept. 11 terrorist attacks, and directed the CIA to conduct the inspector general review. Also on the committee was Porter Goss, then chairman of the House intelligence committee and now head of the CIA.

No CIA or FBI employees have been fired or faced other disciplinary measures in connection with Sept. 11 attacks.

"It is infuriating that a report which shows that high-level people were not doing their jobs in a satisfactory manner before 9/11 is being suppressed," an intelligence official who has read the report told me, adding that "the report is potentially very embarrassing for the administration, because it makes it look like they weren't interested in terrorism before 9/11, or in holding people in the government responsible afterward."

According to the intelligence official, who spoke on condition of anonymity, release of the report, which represents an exhaustive 17-month investigation by an 11-member team within the agency, has been "stalled." First by acting CIA Director John McLaughlin and now by Porter J. Goss, the former Republican House member (and chairman of the Intelligence Committee) who recently was appointed CIA chief by President Bush.

"What all the other reports on 9/11 did not do is point the finger at individuals, and give the how and what of their responsibility. This report does that," the intelligence official said. "The report found very senior-level officials responsible."

"It surely does not involve issues of national security," the intelligence official said. "The agency directorate is basically sitting on the report until after the election," the official continued. "No previous director of the CIA has ever tried to stop the inspector general from releasing a report to the Congress, in this case a report requested by Congress."

Then Bush refused to testify to the commission under oath, or on the record. Instead he deigned only to chat with the commission members, with Vice President Dick Cheney present, in a White House meeting in which commission members were not allowed to take notes. All in all, strange behavior for a man who seeks re-election to the top office in the land based on his handling of the so-called war on terrorism.
In September, The New York Times reported that several family members had met with Goss privately to demand the release of the CIA inspector general's report. "Three thousand people were killed on 9/11, and no one has been held accountable," 9/11 widow Kristen Breitweiser told the newspaper.

The stonewalling by the Bush administration and the failure of Congress to gain release of the report have, the intelligence source said, "led the management of the CIA to believe it can engage in a cover-up with impunity. Unless the public demands an accounting, the administration and CIA's leadership will have won and the nation will have lost."

22. Ray McGovern has asked CI agents
to "leak" information to the public that is vital for people to understand in order to make the correct decision at the voting booth. I had hoped that Goss would not be able to suppress this from seeing the light of day.

20. Ummm.....Didn't "We the People/Taxpayers" pay for that report? And,
shouldn't "witholding information needed by "The People" to make an informed voting decision be illegal? And, if it isn't illegal, then what is it?

That autumn, Schorr moved to cover investigations of the CIA and
FBI scandals-what he called "the son of Watergate." Once again,
he became a part of his own story. When the House of
Representatives, in February of 1976, voted to suppress the final
report of its intelligence investigating committee, Schorr arranged
for publication of the advance copy he had exclusively obtained.
This led to his suspension by CBS and an investigation by the
House Ethics Committee in which Schorr was threatened with jail
for contempt of Congress if he did not disclose his source. At a
public hearing, he refused on First Amendment grounds, saying
that "to betray a source would mean to dry up many future
sources for many future reporters... It would mean betraying
myself, my career and my life."
