Democratic presidential candidate John Kerry called for Defense Secretary Donald Rumsfeld to resign Wednesday, saying that soldiers should not shoulder all of the blame for abuses in Iraqi prisons.

Responding to a newly released report on abuses at the Abu Ghraib prison, Kerry said that Rumsfeld and President George W. Bush should be accountable for gross miscalculations in Iraq. The report, produced by an independent panel, did not call for Rumsfeld's resignation but cited failures in oversight and said the secretary created an atmosphere in which abuses could occur.

Kerry went further. "Harry Truman had that sign on the desk and it said, 'The buck stops here.' The buck doesn't stop at the Pentagon," he told members of a steamfitters union in Philadelphia.
