WP Opposition Hopes Bush Broaches Uganda's Ills

KAMPALA, Uganda, July 10 -- Opposition figures and others are hoping that President Bush delivers a strong message on Friday about the importance of civil liberties and an orderly change of government through elections when he visits Uganda, where power has never been peacefully transferred from one leader to another.

President Yoweri Museveni is becoming increasingly the subject of popular scorn as he rushes to change the constitution to legalize a possible bid for a third term as president in the 2006 elections. On a continent where leaders often cling to power for decades, Museveni is beginning to look like the African "big men" who came before him. He has ruled the country since 1986. ---
