Pentagon plan for global anti-terror army


The Pentagon has urged Congress to authorise a $700 million package designed to build a global anti-terrorist network of friendly militias.

Deputy Defence Secretary Paul Wolfowitz, a key architect of the Iraq war, told the House Armed Services Committee the money would be used "for training and equipping local security forces - not just armies - to counter terrorism and insurgencies".

If approved as part of a larger defence bill, the package would "provide greater internal security in areas that are or could become sanctuaries for terrorists," he said.

what this means is, The PNAC people realize our own soldiers will not SHOOT AND KILL fellow Americans IF it comes to CIVIL WAR in this country.

They DO KNOW, the 20,000 to 200,000 Independent Contractors they have sequestered in Iraq are Natural Born Killers. These are the same Indy Contractors who have 'cut their teeth' at Abu Graib, torturing and killing Iraqi civilians, and don't have a morality problem following orders from Rumsfeld, Cheney and Bush, to do the same here.

All this H.R. does is reinforce the gravity of Bush's resolve to use any means necessary to take over this country to complete his dictatorship 'coup'. He plans to use his own private army to dominate us any way he must, to maintain power, and subjugate the masses, who remember they ARE and Always will be AMERICANS!

and we are seeing this flurry of insanity spewing from the Capitol, the DOD, etc. Is this supposed to endear them with the electorate? Am I missing something? Will DimS*n be re-elected spouting this bullshit?

The ramifications of this proposal are quite frankly frightening as hell.

it shall be lawful for any person knowingly to distribute
explosive materials to any qualified alien--

(1) if, in the case of a qualified alien described in
subsection (c)(1), the distribution to, shipment to,
transportation to, receipt by, or possession by the alien of
the explosive materials is in furtherance of such
cooperation; or

(2) if, in the case of a qualified alien described in
subsection (c)(2), the distribution to, shipping to,
transporting to, possession by, or receipt by the alien of
explosive materials is in furtherance of the authorized
military purpose.

(b) AUTHORITY FOR QUALIFIED ALIENS TO SHIP EXPLOSIVE
MATERIALS- Notwithstanding any other provision of law, it shall
be lawful for a qualified alien to ship or transport any
explosive in or affecting interstate or foreign commerce or to
receive or possess any explosive which has been shipped or
transported in or affecting interstate or foreign commerce--

(1) if, in the case of a qualified alien described in
subsection (c)(1), the possession, shipment, or
transportation by the alien of the explosive materials is in
furtherance of such cooperation; or

(2) if, in the case of a qualified alien described in
subsection (c)(2), the possession, shipment, or
transportation by the alien of explosive materials is in
furtherance of the authorized military purpose.

(c) QUALIFIED ALIEN DEFINED- In this section, the term
`qualified alien' means an alien--

(1) who is lawfully present in the United States in
cooperation with the Director of Central Intelligence; or

(2) who is a member of a North Atlantic Treaty
Organization (NATO), or other friendly foreign military force
(as determined by the Attorney General with the
concurrence of the Secretary of Defense) who is present
in the United States under military orders for training or
other military purpose authorized by the United States.

As this bill passed the House and Senate I do not see the section listed above included. If I've got it right, of the six versions of this bill, the one below is the one that passed. Where is the section authorizing aliens to secure explosives?
Here is a link to the other five versions:

It was a link to the various iterations of the bill.

edit: I posted the link again after testing it in the "Preview" window before posting. It worked then, but after posting it breaks. A reasonable workaround is to google H.R.2417 and you will find the link second from the top. Hmmph. Gremlins.

What this is is an attempt to get taxpayer funding for a global network of private mercenaries/terrorists. This network will continue to exist after our "regime change," and report secretly to Wolfowitz to terrorize any "non-believers" worldwide, including the US. SEC. 503. AUTHORITY FOR INTELLIGENCE COMMUNITY
ELEMENTS OF DEPARTMENT OF DEFENSE TO AWARD
PERSONAL SERVICE CONTRACTS.

(a) IN GENERAL- Subchapter I of chapter 21 of title 10, United
States Code, is amended by adding at the end the following
new section:

`Sec. 426. Personal services contracts: authority and limitations

`(a) PERSONAL SERVICES- (1) The Secretary of Defense may,
notwithstanding section 3109 of title 5, enter into personal
services contracts in the United States if the personal services
directly support the mission of a defense intelligence
component or counter-intelligence organization.

`(2) The contracting officer for a personal services contract
shall be responsible for ensuring that a personal services
contract is the appropriate vehicle for carrying out the
purpose of the contract.

`(b) DEFINITION- In this section, the term `defense intelligence
component' means a component of the Department of
Defense that is an element of the intelligence community, as
defined in section 3(4) of the National Security Act of 1947 (50
U.S.C. 401a(4)).'.

(b) CLERICAL AMENDMENT- The table of sections at the
beginning of such subchapter is amended by adding at the
end the following new item:

`426. Personal services contracts: authority and limitations.'.

SEC. 504. PROTECTION OF CERTAIN NATIONAL SECURITY
AGENCY PERSONNEL FROM TORT LIABILITY.

Section 11 of the National Security Agency Act of 1959 (50
U.S.C. 402 note) is amended by adding at the end the
following new subsection:

`(d)(1) Notwithstanding any other provision of law, agency
personnel designated by the Director of the National Security
Agency under subsection (a) shall be considered for purposes
of chapter 171 of title 28, United States Code, or any other
provision of law relating to tort liability, to be acting within the
scope of their office or employment when such agency
personnel take reasonable action, which may include the use
of force, to--

`(A) protect an individual in the presence of such agency
personnel from a crime of violence;

`(B) provide immediate assistance to an individual who
has suffered or who is threatened with bodily harm; or

`(C) prevent the escape of any individual whom such
agency personnel reasonably believe to have committed
a crime of violence in the presence of such agency
personnel.

`(2) Paragraph (1) shall not affect the authorities of the
Attorney General under section 2679(d)(1) of title 28, United
States Code.

`(3) In this subsection, the term `crime of violence' has the
meaning given that term in section 16 of title 18, United States
Code.'.

Let's see...we arm and train a group of friendly (for now) militias and use them as proxies to fight the war on terrorism. Then in the future when they turn against us and begin using their newly acquired knowledge to target us we simply deny we ever trained them. Good grief who comes up with this stuff?

And, that they fully intend to treat any of

The bill also gives Ridge and Ashkkkroft the
ability to decide which among us is financially
linked to supporting the enemy, without
any proof of any evidence, other than their
magic eight balls.
And, therefore, the mercs can come after you and me

30. I am very slow today.
And I haven't read the bill yet, and I'm gonna probably tomorrow. What I have gotten so far is that they are going to contract out to aliens (earthdwellers)for security and counter-terrorism. Is this the way they have decided to round us all up. They probably have doubts about our own citizens turning on their own. Is that the jist?

38. Anyone Else Heard About REX 84-FEMA, etc???

Hi, everyone. This is sure weird ( the global anti-terror army stuff ). But has anyone heard about this REX 84-FEMA stuff that's been on the internet for awhile now? Just type in REX 84-FEMA in your search engine and take a peek, and, if it's true and not propaganda, apparently FEMA could suspend the U.S. Constitution if martial law is ever enforced, plus alot of other scary things like: take control over communications, transportation, the banking system, properties, etc... I have always wondered if the color coded alert systems and ( red alert especially ) mean that martial law could be enforced - does anyone know? I've also heard weird stuff about UN military vehicles on various U.S. military bases, etc... I wonder if this new bill may have anything to do with that? It makes one wonder big time. How many know much about the Bush family Hitler connections in WW II and all that NWO stuff - or is it just propaganda, too?

Yup, we've been down the rex84 path before,
but it is clearly time for us review the subject.
Plus, there are many new DUers who may not know
about the FEMA connection to all of this,
