I heard this last night on the news, don't see it here, sorry if dupe:

Russia Rejects Iraq's Troop Demand

Iraqi Foreign Minister Hosyar Zebari, in Moscow for a series of meetings, called on the Russian administration to send troops to Iraq.

Zebari disclosed that Iraq needed Russian experts both to provide security in Iraq and to help the oil industry recover. Russian Foreign Ministry Spokesman Alexander Yakovenko, however, told a disappointed Zebari that Russia had no plans to send peacekeeping troops to Iraq.

but this guy's got it, demanding another country send soldiers to save his sorry-ass government.
