House passes measure to avoid government shutdown, but Senate won’t

The House of Representatives early Friday morning passed a continuing resolution to fund the government and avoid a looming shutdown after the first attempt to pass a resolution failed. But Senate Democrats are strongly opposed to the new measure.

"The bill the House will vote on tonight is not an honest effort at compromise. It fails to provide the relief that our fellow Americans need as they struggle to rebuild their lives in the wake of floods, wildfires and hurricanes, and it will be rejected by the Senate," Senate Majority Leader Harry Reid (D-Nev.) said in a statement prior to the vote, which resulted in passage 219-203.

Democrats argue the new resolution includes inadequate disaster funds for FEMA, and they oppose spending cuts to programs they say are necessary to stimulate the economy.

"Wake up! Wake up! You can't kill these programs. This is the solution you are killing," Rep. Ed Markey (D-Mass.) said on the House floor, referring to cuts to environmental programs he argues are going to help Americans against natural disasters.

The measure is scheduled for a Senate vote Monday evening.

5. Six Democrats voted yea and 179 voted nay.

2. The Senate should amend the bill
changing out the 1.2B in loans for the fuel efficiency changes with 1.2B in subsidies given to the oil companies.

Don't forget the 100M added on by Boner and Cantor that for some reason managed to sway 23 teabaggin idiots to vote for it in the House, the Senate can give them that by swapping out the money destined for green projects for road and bridge work in the districts served by those 23.

Send that back to Boner and tell him that they found all the cuts he wanted.

10. I'm not fond of Yahoo but I liked the headline.
It's refreshing to see Democrats standing up to Republicans for a change - if that is what's actually going on. We'll see.

We may lose this PR battle unless we can burn into everyone's brain why we're doing this.

That was one great thing about Clinton as President - he knew how to explain things simply and with great emotion.

The Senate late Thursday afternoon accepted a proposal from Senate Majority Leader Harry Reid (D-Nev.) to add $6.9 billion in Federal Emergency Management Agency funding to a bill extending import sanctions against Burma.

Reid’s technical amendment to the Burma bill passed in a 62-37 vote, which was treated as a final passage vote. It needed 60 votes to pass under a consent agreement reached earlier today....


From there, you can chase the tail of the "Burma Bill," which may or may not be named S.Con.Res. 12.

The source of reference for all Congressional bills is THOMAS, at http://thomas.loc.gov . Unfortunately, after all these years, I've forgotten how to directly link to the legislative details, so you're on your own from here. Good luck!

(Edit: I should add that it's not unusual at all for CRs and other fast-track legislation to be tacked on as amendments to other legislation which has already jumped through the preliminary consideration hoops--a typically American time-saving solution. Which explains the Burma silliness (or is it Myanmar?). The new amendment usually strikes all previous language and can even change the title of the bill, so an extension of sanctions against Burma probably won't be part of the eventual deal to be reached.)
