Gov. Scott Walker Reportedly Planning Financial Martial Law In Wisconsin
Source: Forbes

Reports are surfacing that Scott Walker is now preparing his next assault on the democratic political process in the State of Wisconsin.

Following the lead of Michigan GOP Governor Rick Snyder, Walker is said to be preparing a plan that would allow him to force local governments to submit to a financial stress test with an eye towards permitting the governor to take over municipalities that fail to meet with Walkers approval.

According to the reports, should a localitys financial position come up short, the Walker legislation would empower the governor to insert a financial manager of his choosing into local government with the ability to cancel union contracts, push aside duly elected local government officials and school board members and take control of Wisconsin cities and towns whenever he sees fit to do so.

Such a law would additionally give Walker unchallenged power to end municipal services of which he disapproves, including safety net assistance to those in need.

As lt gov a few years back she was caught in a compromising situation with her highway patrol escort while on one of her 'business meetings.' both her and her escort were divorced over the ordeal yet the stupid here still elected her as governor. Oh we use black box vote counting machines and our quality of represention has gone down hill ever since. I guess to her there's nothing wrong with getting some on the side, :puke: values and all.

Here is my prediction it won't be liberals, moderates, old school Republicans that will take them down. It will be there TeaPartiers because when these people start losing every safety net that they have.

That may mean (I think it DOES mean) that one can file the recall notice 2 months in advance of that date, which is of course close to the election date. You then have the 2 months to collect signatures.

How can duly elected officials simply be relived of their political authority outside of resignation, impeachment/recall, or removal due to criminal conviction (if jail time is ordered as a result of a trial)? Is somebody gearing up to challenge this in Court???

17. If ever there was a time for the ACLU to intervene
now's the time!

It's scary how Republicans seem to find ways to get stuff like this signed into law and/or make whatever nefarious things they want passed "legal" (though WHEN did this get signed into law in Wisconsin?) I heard about a law like this getting passed in Michigan but I didn't know it passed in Wisconsin. For the record, a law like this was talked about here in Indiana and, if I'm not mistaken, Republicans such as Newt Gingrich were talking about some kind of national version of this. Very scary indeed. Boy, and they talk about "Obamacare" infringing upon people's rights?

27. See the topic I linked to in reply 19 here. They're calling counties "an arm of state government."
It looks like they're planning to start with Milwaukee County, judging by the website they set up.

Here's the link to that GD topic again:

http://www.democraticunderground.com/discuss/duboard.ph...

See the replies there. I was analyzing their promotional website a little at a time, last night. As I mentioned in replies there, this is basically applying ALEC's "State Budget Reform Toolkit" at the local level. Slash benefits for public workers, privatize some services, sell off lots of local government assets (presumably to cronies or campaign donors, at bargain prices).

109. Like how Margaret Thatcher dissolved the Greater London Council
http://en.wikipedia.org/wiki/Greater_London_Council

Livingstone's high-spend socialist policies put the GLC into direct conflict with Margaret Thatcher's Conservative government. Livingstone soon became a thorn in the side of the sitting Conservative government. He deliberately antagonised Thatcher through a series of actions (including posting a billboard of London's rising unemployment figures on the side of County Hall, directly opposite Parliament); a Fares Fair policy of reducing Tube and bus fares using government subsidies; entering into dialogue with Sinn Fin MP Gerry Adams at a time when Adams was banned from entering Britain due to his links with the Provisional IRA; and endorsing a statue of Nelson Mandela while Thatcher regarded the future South African president as a terrorist. After what was regarded as a punitive funding cut by the Thatcher government, which had the effect of cutting school lunch subsidies for London schoolchildren, the GLC hung a banner with the words "Maggie Thatcher, Milk Snatcher" from the County Hall.

By 1983, the government argued for the abolition of the GLC, claiming that it was inefficient and unnecessary, and that its functions could be carried out more efficiently by the boroughs. The arguments for this case which were detailed in the White Paper Streamlining the cities. Critics of this position argued that the GLC's abolition (as with that of the Metropolitan County Councils) was politically motivated, claiming that it had become a powerful vehicle for opposition to Margaret Thatcher's government. Ken Livingstone and 3 other Labour councilors resigned in protest, and won back their seats easily in the September 1984 by-elections because the Conservatives refused to stand.<2>

The Local Government Act 1985, which abolished the GLC, faced considerable opposition from many quarters but was narrowly passed in Parliament, setting the end of the council for 31 March 1986. It also cancelled the scheduled May 1985 elections. GLC assets were assigned to the quango London Residuary Body for disposal, including County Hall, which was sold to a Japanese entertainment company and now houses the London Aquarium and the London Film Museum, amongst other things.

See all the replies there, too, not just the OP. 38. What is a Corporate Fascist Takeover?
Corporate fascist takeovers seem to follow a pattern historically. In Germany, the Nazis played on nationalism (read: the tea party) and a faltering economy (hello America!), where divide and conquer created an us-versus-them division, with Aryan supremacy the justification and the fears of the people deftly turned into outward anger. In Brazil, the fascist takeover was called something like the New Order ( I have been reading a novel by Jorge Amado on this topic, called Pen, Sword, Camisole). In America. . . well, you know. The Republican party seems to have been walking in lockstep for some time now, and maybe it is now compulsory for them. One step at a time, they have made inroads, like Supreme Court justices and Republican governors playing out the same template simultaneously. Yes, of course our nation is in danger. We need to remember the 180 degree rule, where the neocons twist something that they are doing around 180 degrees, or take something that they are doing and accuse the progressives of doing it. For example, just yesterday I heard on progressive talk radio an audio clip of a conservative accusing Obama of presenting an economic policy that would not care for the health care needs of the disadvantaged and elderly. And they say this kind of stuff with a straight face, with a 'be afraid, be very afraid' tenor.

The question we need to answer is this: how do we stop this insidious process that seems to be set on autopilot 24/7? Yes, we need to organize and we need to achieve solidarity. Yes,we are a large country with many factions that have been set against one another, and yet our quarrels have been contrived for us. People have to be tricked into going to war or into allowing a fascist regime to take over - so admitted Joseph Goebbels - which is exactly what is happening in Wisconsin and in many other states right now. One scary black jack boot step at a time. So how do we stop this process?

Bernie Sanders to help us. We actually fight. If we do not do that right now, as your various histories will show you, we will be overtaken and every move will be monitored. Next comes the secret societies reporting people, and some form of secret police. Then, finally, the sudden disappearance of Joe, Sally or Bill. But first we have to get serious. Our posts must be more planning orientated rather than reporting orientated. What can we do, and when? Who will be involved? And let our posts reflect our seriousness. No more serious posts depicting politicos beating up gays or taking people's homes, and at the bottom of that same post a picture of a cat playing happily with a tinkling ball, resulting in part of the thread canceling out the other part. We must transform ourselves into something to be reckoned with rather than blithely dismissed. This would be a good start. Things are just not funny anymore. We may a few years away from Republinazis marching Grandma to actual death camps, or virtual enslavement by the working age part of our population. I have read about this many times and actually seen it in a few countries I visited when I was younger. Well, I've said my piece. I hope I don't get deleted but, then, I'll wager some other people on this board are thinking the same thing as I.

50. Brave Democrats All ===> Seek an Injunction
Citizens should examine the state for financial solvency and financial martial law, elected officials should not have their jobs and territory seized. This is a power grab, there must be some basis for court injunctions ... elected officials and unions can prove they would be harmed by this action, which is the criteria for an injunction ....

68. Federal Statutes do not matter when
the U.S. Attorney General will not ever "rock the boat."
It is unfathomable that our courts and prisons are not full of financial thieves, but none have been legally accused. Well, Bernie Madoff got his family to turn him in to protect their money....
Of course, we have not "looked back" at the war crimes committed by Bush.
Amazingly, Last week, in a third world country (where we will soon be), President Obama warned them that if they did not look back at the crimes of their past leader, then they could never move forward.... How insane this country has become.

because he stole from RICH people. Wall Street stole from working people trying to save money for retirement via a Pension Fund....

Wow...Obama told a country to look back at the crimes of their leader???? I missed that one. I probably would have had a stroke if I had heard it.

It's worse than Alice in Wonderland....much, much worse. More like Alice in the cold chains of servitude to heartless and soulless wastes of human flesh.

116. Of course.
It is just like during Prohibition.
By legalizing alcohol, they took it "off the streets", made the product safe and taxed it. Unfortunately they did not release the people already incarcerated for "moonshining" or "bootlegging", but even during Prohibition, the politicians all had their own stock of liquor. Just like today, I suspect that many of them have their own stash at hand. Of course, we are the proles and with our two-tiered "legal system", we are the ones liable for prosecution over a (much safer than alcohol) "drug."
When I was younger, my "drug of choice" was alcohol. Alcohol is a much more harmful substance. It makes you lose inhibitions and do very dangerous things. Not to mention the people who die from alcohol poisoning. Neither of these things happen with Marijuana, in fact, it tends to make you more docile and you can not "O.D." on marijuana.
IMO, they keep it illegal so they can profit from it. The prison industrial complex, the court systems (they will seize your property) and, I am sure that many of them have organized crime connections that pay them to keep pot illegal.
We need, now more than any time in history, a revolution.
We can not fight the worlds largest military with force but if we all went on strike until our government were handed back to the people, we could win.
If we don't, marijuana legalization will be one of the smaller problems. People can no longer afford to exist or get medical help.....

Maybe it's true that money is the root of all evil. I never thought about it till recently. But it seems like allowing the .1% to grab up 12% of the nation's wealth is a Not Good T'ing insofar as it has given them damn billionaires a HUGE disposable discretionary fund with which to bribe and threaten politicians and bureaucrats. They now possess the wealth of pharoahs and like them they weigh heavily on the backs of the people. This is what the puppeteers behind Reagan and Thatcher of course had in mind when they began this no-tax and deregulate orgy that has brought about the end of civilized life as we knew it. Our grandchildren have naught to look forward to but slavery, poverty, sickness, and miserable death. How you like your 'wingers now, Amerikee? :scared:

81. As I sit here
Reading the threads, Ive been reading this Forum since 2004. I knew then that all of the stories about our Country as we knew it being gone were true. Ive been watching and waiting to see what will be the final straw? What will make people stand up and take back our Country for our children and their children to know the life we have known? The Freedoms we have known.

I see it all unfolding, In 2004 there were talks of Concentration camps being built to get rid of the sick, disabled and elderly. But with the health care being already unattainable, and food and even heat just basic human necessities being withheld do they really need concentration camps to get rid of people?

They have taken funding from Special education in NJ..My daughter lost the program shed been in her entire life and dropped out in 11th grade because she couldn't be mainstreamed.

When there are no more municipal Police who is going to "police us?"

How in this once great Country of ours can a woman get divorced from a 23yr marriage (he was cheating) and have no healthcare when she has Lupus? Ive gone from 23 meds to 0 cant afford them, or even a Drs visit..Was denied State Ins. And I do work Im not a "ward of the state".
But you know this is NJ the Northern Good Old boys State I didnt fair well in my divorce, but thats OK IM a strong woman and have been thru worse. But I wonder about the women who arent as strong.

THATS ONLY three examples you all know there are planty more. Im sure its touched all of our lives deeply.

This has been a slow systematic takeover and its pretty much done.. I'm afraid now that all of the arguing is just more of a smoke screen. They are just putting the finishing touches on it all, and quickly because people are waking up.

So your asking how do we stop them??? The question has to be how do we undo whats been done already?

It is revolting that you are unable to get medicine. BUt as you've probably seen, in AZ people can't even get critical organ transplants because the teabaggers who run that state don't want to pay for them.

I am heartbroken that not a single step has been taken in opposition to the new nazis. Personally I have been trying to recruit some like-minded folk here in MI to try to do something useful against Snyder, but there just isn't enough support - people are afraid or apathetic or it's not bad enough yet. Remarkable, but true.

As for what can be done, IMO it's pretty simple. A wholesale purge of hate radio and Big Media. Messy? Yes. But not as messy as what's happening now. A few hundred casualties among the purveyors of AM hate would get things back on track. But as I already said, there is not yet the will.

"...should a state's financial position come up short, the Obama legislation would empower the president to insert a financial manager of his choosing into state government with the ability to cancel union contracts, push aside duly elected state government officials and school board members and take control of American states whenever he sees fit to do so...."

107. So, a private law firm is drafting the legislation?
From the article:
http://blogs.forbes.com/rickungar/2011/04/16/gov-scott-... /

According to my sources, the plan is being written by the legal offices of Foley & Lardner, the largest law firm in the state, and is scheduled to be introduced to the legislature in May of this year.

Talk about your corporate takeover.

That means a private law firm is drafting legislation to enable a Governor to strip duly elected officials of the duties of their offices.

I still don't see how this is legal.
It is, however, terrifying.
