China: Diplomat beaten, injured by Houston police
April 30, 2010

BEIJING—China said Friday that a Chinese diplomat in the U.S. was beaten and injured by Houston police and urged an investigation to ensure diplomatic practices are not violated.

The U.S. State Department was taking the matter very seriously and findings of the investigation would be shared with China "as soon as appropriate," said Susan Stevenson, spokeswoman for the U.S. Embassy in Beijing.

She referred further questions to Houston police, which did not immediately return calls seeking comment Friday morning.

The statement from China's Foreign Ministry said police harassed and beat a deputy consul-general while he was driving to the Chinese Consulate in Houston. The statement said a family member also was involved, but did not say if that person was injured.

According to a CBS News report, Houston police last Saturday tried to stop a car which was missing a license plate. When the car didn't stop, they pursued it into a garage without realizing the garage belonged to the Chinese Consulate. Police handcuffed and arrested the driver, injuring him, the CBS report said.

1. I think it was just yesterday the FBI requested a copy of a video of HPD beating a cuffed teen
Now this. It's not looking good for the HPD. Not good at all.

6. You are exactly right and this type is shit is even condoned in some.......
.................circles as "he/she was asking for it", or he/she shouldn't have asked "why they were stopped". I am sick and tired of these out of control fucking cops literally getting away with murder and other crimes. If a cop commits a crime he should be bought up on charges and prosecuted to the FULL EXTENT of the law, just like anyone else would be. Enough of covering up for these pricks. As a lower middle class person I have dealt with these cocksuckers throughout my life and it has gotten progressively worse over the years, AND I AM A FUCKING WHITE GUY! Imagine what poor persons of color have to go through, constant harassment.

9. I know!
There was a cop here in Georgia who actually had the nerve to radio in to dispatch and said, "I got myself another n****r...!" and the cop got caught was because someone had acquired either the scanner codes or had an illegal scanner I forget...Anyway, the guy with the scanner recorded it and told the media. He got prosecuted for having the ability to record the police and the cop "RESIGNED" not "FIRED"!!!

When cops get in trouble, and that is only when there is recorded evidence eyewitnesses do not count, they "RESIGN" so that allows them to get employment at another law enforcement agency once the case they got in trouble over dies down. Well, not even a year late this cop was back to work in a different county!

The really SICK part is this cop was talking like that over the radio to his dispatch officer so that proves the entire culture at this department was rampant with racism and abuse! NOTHING was done about it as it was classified as an isolated incident as they all are!

CRAZY!!!!!!!!!!!

20. I live in Houston....
I pass the Chinese Consulate every day on my way from work. Every time I go past I swear I can feel all kinds of weird waves bouncing around there. It has little visible markings. It is across the street from St. Thomas University, The Annunciation Greek Orthodox Church and school and near the trendy chi chi gay area of Houston. The closest police sub station is right around the corner 1 block away. I can see them missing the sign for the embassy.

All Diplomatic cars should and generally do have special tags. Houston is a cosmopolitan city so the Texas rube thing does not apply. I this case I think it is over zealous testosterones compounded by a lack of communication.

Now about the teen that got beaten-once you are handcuffed-you should be protected. He should not have been beaten-but he also should not have been caught red handed stealing stuff either. He was caught evidence in hand. The officers have to answer for what they did, but I find it hard to muster sympathy for the thief-teenager or not.

We went through a time when I was younger-when HPD was bad and very dangerous. The straw that broke the camel's back was the Jose Torres case. Seems he drowned while in police custody (seems it is hard to swim the bayous when your hands are hand cuffed behind you back-who knew). The Feds came in and cleaned house. They have had a generally good record for a large metropolitan department since that time. I have been at many a protest and they have been very good to us-protecting us generally from right wing nut jobs. They work hard for good community relationships.

I don't like being treated only as a group member and not as an individual.

Why should I be beaten abroad for some a couple of idiotic Houston cops did?

Why are you inciting Chinese citizens to violence?

How would you feel if the U.S. citizen being beaten in China as revenge wasn't a gringo?

Very interesting satellite look at the consulate. It looks very distinctive.

I'm sure there were some official stickers on the man's vehicle, as well. That would have been a given.

Any time Houston makes the news here, I look to see if Houston Press has anything on it. I find them to be a better investigative and informative outlet than the Houston Chronic(le).

There was one comment on the HP link that said only one plate was missing and that was the plate in the front of the car. I don't know where they got that information, but if it's true, then in order to chase him into the consulate building, they could not have avoided seeing the proper consulate plate. They're very prominent and recognizable to anyone. Except maybe, Houston Police officers...

21. The satellite over head view....
does not show the street view. As I said, I drive past it every day and unless you know what you are looking for, you can miss it. It's signs are very understated and blends in. If you were in a chase-esp in the afternoon with all the traffic-it could be missed.

What this picture does not show is the buildings across the road and all the trees. As you can see, the building is understated. What caused me to notice it the first time I ever did-was the flag. And if it isn't windy you can't tell if it is a Chinese restaurant or an Embassy (yes some of our restaurants can look like that-we don't have zoning.

22.  We have many Consulates here....
I am sure HPD will have a refresher course down the pike. Some are just office suites and some are in full fledged buildings. We have 70 something countries represented. With our port, we do a lot of trade.
