House votes to block Medicaid changes

CAPITOL HILL (AP) - The House, by a broad margin, has voted to stop a Bush administration plan that would cut $13 billion in federal Medicaid spending.

Two-thirds of Republicans joined with Democrats to pass the measure 349-62. The bill would impose a one year moratorium on seven rules changes the White House says are needed to eliminate waste and abuse in the state-federal partnership that provides health care to the country's neediest people.

Supporters of the moratorium say the changes would shift more of Medicaid's financial burden onto cash strapped states.
