By TOM RAUM, Associated Press Writer

CONCORD, N.H. - Democratic presidential candidate Wesley Clark (news - web sites) on Wednesday proposed giving the North Atlantic Treaty Organization a new mission in tracking down international terrorists like Osama bin Laden (news - web sites).

The retired general's proposals came as his campaign sought to make the most of recent gains in polls showing him moving within striking distance of Howard Dean (news - web sites) in New Hampshire.

Clark, who has been drawing larger crowds at campaign stops across the state in recent days, was presenting a plan to improve homeland security and the war on terror.

His plan, being unveiled later Wednesday in a speech in Concord, calls for bringing in U.S. allies and better using law, diplomacy, law enforcement and intelligence capabilities, while resorting to war only as a last resort.

1. This is good..
I like seeing proposals by the candidates being reported in the media... not just Bush's harebrained marriage and the moon proposals. This is the stuff voters are clamoring for from the media.. details about the candidate's plans and positions. Clark would definitely be the most qualified to propose this. Good for him.

3. Crunchy,
have you tried CSPAN.org yet? I'm just opening a new window now to check on it, but if they don't have it, it may show up at Clark's site in the next couple of days.

Let's see if we can find it anywhere - I'm sure a lot of people would want to watch it.

6. I checked the C-SPAN schedule
already and didn't see anything. I wondered if maybe it was going to be on CNN or one of the other networks?

5. Like a United Anti-Terrorism Agenda?
I'm sure Clark is more than qualified to implement his plan, but we've got a proven guy who's been on our side for 30 years who is qualified and ready to go too.

7. Best thing about it?
It highlights the fact that Bush is now incapable of doing this.
