Next on Agenda: Malpractice-Suit Curbs
LAS VEGAS, Nov. 25 -- President Bush celebrated Congress's approval Tuesday of a Medicare prescription drug benefit hours after the Senate passed it, then said he is moving his plan for limiting medical malpractice lawsuits to the front burner of his domestic agenda.
Bush's aides said the Medicare overhaul is a crucial part of his plan for making the case to voters that he has looked out for their pocketbooks as well as national security. Medicare was one of the five core issues of Bush's campaign in 2000; he made it clear that he believes he has neutralized an issue that has long helped Democrats.

Bush's senior strategist, Karl Rove, accompanied him on Tuesday's victory lap, which included a Medicare speech and a fund-raiser here, then the same two events in Phoenix. Afterward, Bush went to his Texas ranch for Thanksgiving.
Bush's proposal to limit medical malpractice damages and to curtail what he calls "junk lawsuits" is the biggest applause line in his speeches at fundraisers, whose audiences are business-oriented. GOP officials say physicians have proved to be a lucrative source of contributions because of their interest in the issue.
