It reminds me of a story I heard in the 80's, when several Russian diplomats/KGB in Lebanon were kidnapped by Islamist gangs. The KGB got some intel on which families were involved (these things often being tribal), kidnapped a few family members and started returning them in pieces. They got their guys back. When we had people held by kidnappers in Lebanon my Russian freinds could not understand why we did not do the same. I told them "That is not how we work." They shook their heads in disbelief.

Russians don't play Eff around when you screw with their diplomats. I believe that the incident was in Azerbaijan. I'd suggest that Negraponte watch his ass if he was involved, because they will get to the bottom of it.
