India Grapples with Changes in the Kashmir Insurgency

HOPIAN, Kashmir — More young Kashmiri men appear to be joining a guerrilla campaign for independence in the Indian-controlled portion of Kashmir, according to Kashmiri political leaders and human rights groups.

A rise in local involvement could be a new setback for India in Jammu and Kashmir, India's only majority Muslim state and the scene of a 14-year insurgency that has been the cause of two wars between India and Pakistan.

Indian officials have long pointed to the presence of foreign militants in Kashmir as proof that the struggle is being spurred not by Kashmiri popular sentiment but by Pakistan, India's longtime rival.

1. Kashmir is extremely complicated

Most people know that Muslims are a majority there, but few know that the terrorists ethnically cleansed the region and killed off as many hindus as they could. These are not militants or freedom fighters because they are mostly foreigners from Pakistan and Afghanistan. Al Qaeda has a strong presence there. The 2002 flare-up was done by these terrorists who wanted to destablize the region to attract attention away from Operation Enduring Freedom.

One possible solution is martial law with forced deportation of the foreign terrorists. I know that's a Right Wing idea, but given the circumstances, it may be necessary
