A bill awaiting President Bush's signature includes provisions to cut off federal foster care benefits for hundreds of California children living with low-income relatives after being removed from the homes of abusive or neglectful parents.

If the cutback survives an expected court challenge, the reduction in aid will be substantial. In the Bay Area and other high-cost regions, for example, a woman providing foster care for grandchildren ages 7 and 10, who now gets $1,315 a month, would receive $723, the amount of a conventional welfare grant.

The higher aid total was ordered by the Ninth U.S. Circuit Court of Appeals in San Francisco in a March 2003 ruling that was binding in California and eight other Western states. The ruling said children who are placed with grandparents or other family members can receive federal aid based on their new foster parents' low incomes.

The government had argued that the aid should be based on the incomes of the parents from whose homes the children were removed.

1. They already did this on the state level in Missouri.
I still cling to the notion that the republicans are using Missouri (and probably some other states as well) as test cases for their social engineering ideas.

repuke to put forward a bill echoing Jonathan Swift's "A Modest Proposal" in which he satirically suggests that children of the poor would be useful as a food source.

Seems the current crowd would rather see them starve.

I'm totally at a loss for words and this doesn't happen very often. No ROE, NO B/C pills, cut the shit our of education and healthcare...Now this! They are making it inpossible for any child that is born into a problem to have a second chance at life. The poverty cycle will continue..just what they want.

10. This retired social worker is SO mad I can barely type.
When I was a social worker, I would frequently be told by pregnant moms, "I couldn't have an abortion; abortion is wrong." This was pounded into their head. Several months later, we would have a baby born positive for methamphetamine or heroin. How many people have watched a newborn detox? It's not a pretty picture.

Bio mom and dad would wind up going to jail or just disappearing. If I was lucky, I could find a relative willing and able to properly care for the child - but they invariably depended upon these funds.

As it stands, I had a sick feeling in the pit of my stomach; I suspected this was going to happen. And, Heaven help the next fundie that says, "adoption, not abortion" to me, after they voted in the disgusting Rethuglican monsters who voted for these cuts. Heaven help them - they are going to get an earful!

11. looks like they want the US to be like Romania
with orphanages full of unwanted, unhealthy, damaged children...I suppose the Rs figure that they will have plenty of cheap cannon fodder for their wars...
sorry to say, but most of those fetuses would not develop into healthy, cute, blond, blue-eyed adoptable babys (gack-they want Hitlerjungend)...

what a sick bunch...
