Speech may test capacity to rule, anti-Arroyo force

MANILA -- All eyes will be on President Gloria Macapagal-Arroyo as she delivers her State of the Nation Address (Sona) this afternoon, which may be used to convince Filipinos and foreign investors that she can still lead the country despite the wiretapping scandal and the impeachment charges she will face.

The constitutional amendments and other reforms the President is predicted to propose in Sona aim to help recover public confidence in her eroded administration and thus allow her to continue to govern even during an impeachment trial. <snip>

Super task force activated

Security forces under "Super Task Force Kapayapaan" were placed on full alert ahead of planned street protests when President Arroyo delivers her State of the Nation Address (SONA) today.

The Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) have been placed on the highest alert in anticipation of the street protests calling for the President’s resignation over alleged vote-rigging.

The focus of the protest rallies will be the House of Representatives at the Batasang Pambansa complex in Quezon City, which is expected to open a debate today on the impeachment complaint against Mrs. Arroyo shortly after she delivers her annual SONA.

The military, for its part, has been deployed to provide assistance to riot police if necessary, Capt. Ramon Zagala, spokesman for the AFP’s National Capital Region Command (NCRCom) said. <snip>
