Boeing export to China raises concern

U.S. says computer chip in plane has military application

The State Department said yesterday that it is in negotiations with The Boeing Co. over the aerospace company's potential violations of the Arms Export Control Act and International Traffic and Arms Regulations.

The negotiations include the QRS-11 navigational chip that Boeing uses in its aircraft and spare parts.

Although the chip, made by BEI Technologies Inc. of Concord, Calif., can be used for aircraft flight control, it also can be applied to missile-guidance systems.

In the past, the State Department has held up delivery of Boeing 737s to China because of this military application.
